PARKS AND RECREATION.
Statement of the Matter
A City Council approved Preliminary Budget 1972-73 effects the following
changet.
• 1.' Change of title' for William C. Baldwin to ASSISTANT TO THE CITY MANAGER-
di-recting Personnel --Range 46
2. 'Permanent appointment of.PEP employee, Jerome Pieti to ADMINISTRATIVE
INTERN --directing Purchasing --Range 28. Effective January 24, 1,973--
Classification change to ADMINISTRATTVE ASSISTANT --Range 36.
3. Permanent appointment of PEP employee, James Baird to PARK CARETAKER,
Range 17. PEP funds will be used within the department to appoint
a CLERK TYPIST.
The method to effect tfie changes required is outlined in an -attached
memorandum exhibit and involve's three interested departments.

Staff Recommendations
Staff recommends classification changes and permanent appointments as
specified in the Statement of the Matter and the plan as outlined in
the Memorandum to the City Manager.

City Manager's Recommendation
Concur with staff recommendation. Approval is necessary for the
effective operation of the three concerned departments.

recommendation of the Staff with regard to Mr.. Baldwin, Mr. Pieti
and Mr. Baird. See Agenda 809-B (attached) for City Manager's
memorandum, dated July 7, 1972, with attachments, with regard
to Jr. Planner, principal civil engineer, parks caretaker,
reference librarian, planning dept. secy, "maintenanceman,
project assistant.

SUBJECT: PARKS AND RECREATION DEPARTMENT EMPLOYEE APPOINTI3ENT
I would like to propose that we handle the clerical re-
placement in the Parks and Recreation Department as follows.
Following your suggestion that we promote a PEP employee,
PARK CARETAKER, to permanent status and hire to replace a
SECRETARY with PEP monies, I would like to hire Ruth Fletcher
at the classification CLERK TYPIST rather than SECRETARY. You
will recall that Mrs. Fletcher interned with us Spring Term
out of San Diego State University.
After Mr. Pieti takes over as PURCHASING AGENT, CLERK
TYPIST Jean Tuohy would assist Jerry for a month or so. At
the end of this time I would like to send Jean to the Parks
and Recreation Department --raising her Step from B to`D.
Mrs. Fletcher would replace Jean as Jerry's CLERK TYPIST and
would bring the benefit of her trained skills to administration
and to best advantage. Ruth ranked third in oral interview
testing when Mr. Pieti was appointed as an ADIMINISTRATIVE INTERN.
I notice in the Carlsbad Journal that she graduated 'summa cum
laude' from California Baptist College, Riverside, and it would
be tragic to let a person of her caliber get away when she is
extremely anxious to enter this City's services at any level.
This plan has the added advantage of holding the line on
finances and,using the develiped'drafting abilities of Jean
Tuohy to the aid of Bob John:;ton.
I have discussed this at length with the persons involved
acid all are happy with the concept. chile the plan may sound
complicated in the telling, it will be noted that no intra-city
'promotion' is involved since there is no range change, and
testing has been accomplished since Mrs. Fletcher is No. 2
on an existing eligibility list.
I firmly believe this is a workable plan --of good advantage
to the City and all persons involved.
