STAFF REPORT/MEMORANDUM July 7, 1972 TO: FROM: SUBJECT: APPLICANT: DEVELOPER: PLANNING COMMISSION CITY MANAGER APPLICATION FOR APPROVAL OF A TENTATIVE MAP FOR 160 LOTS LOCATED EAST OF PARK DRIVE AND SOUTH OF TAMARACK AVENUE, CARLSBAD TRACT NO. 72-18 DONALD A. BRIGGS JOHN KLUG Report submitted by:City Manager, Building, Fire, Engineering, Parks & Recreation & Planning Department General Discussion The applicant is requesting Tentative Map approval for a 160 unit subdivision lying generally east of Park Drive and south of Tamarack Avenue and west of Sunnyhill Drive. The minimum proposed lot size is 7500 square feet. Present zoning is R-l-7500 on subject property and to the north and west; and R-l-15000 to the east and south. Lands to the east, north and west have been subdivided into single family detached residences. The balance of the prop- erty to the southeast and the south has not been developed and is either being used for agriculture or is vacant. Public utilities, water and sewer, have been designed and constructed to accomodate the maximum residential densities (7 dwelling units per acre) permitted in the General Plan. Den- sities in this subdivision would not exceed 4.2 dwelling units per acre. of 211 The proposed 160 lot tract will have a projected total students attending the following listed grade levels: Kindergarten thru sixth grade Junior High School (Grades 7-8) High School (Grades 9-12) Total 118 32 61 2TT The existing schools in the district are now at pupil capacity, and it will be necessary to consider all-year-round school schedules and/or double sessions to absorb the student increases created by new developments. A school site location in the project would not be well situated in relationship to the districts existing school needs. Page Two _ _ Staff Report July 11 , 1972 It is therefore suggested that the developer consider providing funds toward acquiring a school site that might be situated in an area other than the proposed development or adjacent to it. The same request will be made for adjacent lands to be developed by Pannonia Corporation. A report from the Carlsbad Unified School District is attached. Recommendation: It is the staff's recommendation that this Tentative Map be approved for the following reasons and subject to the following conditions: Reasons of Approval : 1. The proposed subdivision is consistent with recommendations of the General Plan. 2. The proposed tentative map meets the requirements of the City of Carlsbad Subdivision Ordinance 9050. 3. The proposed tentative map is in keeping with the City of Carlsbad Zoning Ordinance 9060. Conditions of Approval: 1. Said subdivision shall be subject to the payment of Parks in Lieu fees required by Carlsbad City Ordinance 9190. 2. A 10-foot street tree easement shall be provided along all residential streets. 3. All fire hydrants and fire fighting appurtenances as required by the City of Carlsbad Fire Department shall be installed and shall be subject to the approval of the Fire Chief. 4. That all public improvements be installed as required by ordinance and the City Engineer. All design shall conform to the Carlsbad Standard Design Criteria and shall be subject to the approval of the City Engineer. 5. The development of the property will require an extensive underground drainage system. Drainage from adjoining property and streets must be accommodated. Drainage onto this develop- ment occurs in concentration at Birch and at lot 83, and as more or less unconcentrated runoff along the major portion of the development boundary. Drainage improvements shall include standard inlets and conduit to satisfactory discharge points, including easements and permits as necessary. The subdivision shall include the two parcels on Park Drive that have not been previously separated from the property (This was a condition of the original Carlsbad Manor tentative map in 1967, and was requested by the Council at the time they approved the final map for Carlsbad Manor Unit No. 1 in 1969). 7. The subdivision shall either be developed as one unit, or in units that are approved by the City. Full street access shall be provided to any sequence of units. Hillside Drive shall be installed as part of Unit #1 or at such later time as may be approved by the City Engineer. 8. All lettered streets shall have approved names. 9. A 16" diameter water main shall be installed in Hillside Drive from Park Drive to the easterly tract boundary. This line shall be subject to City participation in oversize as required by ordinance. 10. Briggs, owner, and J. W. Klug Development Company, Inc. , subdivider, on property located easterly of Park Drive and southerly of Tamarack Avenue. WHEREAS, the Planning Commission did consider the Tentative Map as submitted, comprised of 160 lots; and WHEREAS, the Planning Commission did take into consideration the reports of the various City agencies and utility companies; NOW, THEREFORE, BE IT RESOLVED that the Tentative Map be approve subject to the following reasons and conditions: Reasons of Approval: 1. (Briggs - Klug Dev. Co.) WHEREAS, the Planning Commission of the City of Carlsbad on July 11, 1972, recommended to the City Council that the tentative map for Carlsbad Tract 72-18, be approved; and WHEREAS, the City Council of the City of Carlsbad on the 18th day of July, 1972, considered the recommendation of the Planning Commi ssion; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad that the City Council does hereby approve said tentative map for Carlsbad Tract 72-18, comprised of 160 lots, locate easterly of Park Drive and southerly of Tamarack Avenue, subject to the following conditions being performed by the owner: 1.
