SUBJECT: REQUEST FOR THE APPROVAL OF A SPECIFIC PLAN AND A
TENTATIVE MAP FOR A 4-LOT, 532-UNIT RESIDENTIAL
DEVELOPMENT
APPLICANT: KAMAR CONSTRUCTION COMPANY
Report submitted by:City Manager, Fire, Building, Engineering,
Parks & Recreation and Planning Depts.
General Discussion:
The applicant is requesting approval of a specific plan and
a tentative map for the second phase of the "Hosp Grove" Master
Plan, adopted by the City Council Ordinance 9250 dated March
17, 1970.
Located westerly of El Camino Real and northerly of the
proposed Elm Avenue extension, the second phase consists of
41.9l units in 2 and 3 story structures. Parking facilities
are provided in a combination of parking structures, parking
areas, and on-street parking. The total parking requirement
for the 532 units is 1066 parking spaces. Two recreational
facilities including swimming pools, recreation buildings
and tennis courts have been planned.
The area of the proposed development consists primarily
of rolling terrain that possesses large amounts of steep
slopes. Substantial grading is necessary to accommodate
the densities that were adopted by the original "Hosp Grove"
Master Plan.
It is recommended that structures having an exposure to
El Camino Real attain a Spanish architectural style that will
be compatible with the architectural concepts established
by the Plaza Camino Real, and the recently approved Larwin
residential development to the east.
Recommendati on:
The staff recommends approval of the subject application
for the following reasons and subject to the following conditions;
Reasons of Approval:
1. The subject application is in conformance with the City
of Carlsbad General Plan as amended.

2. The subject application is in general conformance with
the "Hosp Grove" Master Plan adopted by City Council Ordinance
No. 9250.
Conditions of Approval :
1. That a Spanish architectural theme be established to be
compatible with the Plaza Camino Real and the proposed Larwin
residential development to the east.
2. The applicant shall submit a complete landscape and irri-
gation plan as required by Ord. 9218, to the City staff and
shall be subject to their approval.
a. Said plan shall prescribe methods of slope planting
and irrigation in detail. This plan may include
Hydro seeding, but shall not include those varieties
of ice plant which have a tendency to become heavy
and waterlogged and will cause landslides.
3. That the Specific Plan, Exhibit "A" shall be adopted as
presented, any deviation shall be subject to the approval
of the City of Carlsbad staff.
4. That the architectural elevation, Exhibit "B" shall be
adopted to include a Spanish architectural theme, and shall
be subject to the review and approval of the City of Carlsbad
staff.
5. That sidewalks, street lights, median curb and gutter and
the final lane of paving be installed on the half of El Camino
Real bordering the tract.
6. That a median break, including a north bound L. T. pocket,
be installed on El Camino Real opposite "A" street.
7. That a three leg fully actuated traffic signal be installed
at El Camino Real and "A" street at such time as the City Traffic
Engineer determines the signal is needed. The developer shall
enter into a separate secured agreement guaranteeing installation
8. All public improvements shall be installed as required by
Ordinance and the City Engineer and shall be designed in
accordance with City Standard Design Criteria.
9. That the method of handling drainage be subject to the
review and approval of the City Engineer as part Of the
project improvement plans.
10. The water distribution and sewer collection system.shall
be dedicated to the City together with the necessary easements
free of liens and encumbrances.
11. On-site fire hydrants and fire protection appurtenances
shall be constructed in accordance with Fire Department require-
ments.

12. The interior streets are proposed to be private. The
following special conditions shall apply:
a. Provisions for maintaining the streets, satisfactory
to the City Engineer and City Attorney, shall be
provided prior to issuance of any occupancy permit.
b. The design of all streets shall be approved by the
Public Works Department and all street construction
shall be inspected by the Public Works Department
and a standard inspection fee paid.
c. All streets shall be designed for a structural section
in accordance with City of Carlsbad Standard Design
Cri teria.
d. Provision for accommodating pedestrian traffic satis-
factory to the Planning Department and City Engineer
shall be provided.
e. Lighting adequate for pedestrian and vehicular safety
and sufficient to minimize police problems shall be
provided.
f. Where it is proposed to reduce street widths by
elimination of curb-side parking, equivalent parking
in addition to the normal off-street requirement
shall be provided by other means.
g. All head-in parking spaces shall be 10' X 18.5'
minimum. Design of parking layouts shall meet
or exceed standards outlined in Highway Research
Board Special Report 125 "Parking Principles".
h. The City will assume no responsibility for enforcement
of traffic control. Provisions satisfactory to the
City Attorney shall be made for private enforcement
of no parking requirements.
i. Minimum street widths shall be;
1) With parking both sides 36' curb to curb
2) With parking one side only 32' curb to curb
3) Without parking 28' curb to curb
13. Sidewalks shall be provided to connect each dwelling unit
to major points of pedestrian attraction. Materials to be used
shall be subject to approval of the staff,
14. Separate screened facilities for trailers, boats and
campers shall be provided.
15. That provision be made for the future installation of
cable television as follows;

each dwelling as required by the City.
b. Each dwelling shall be designed to facilitate future

16. All weather access shall be provided to all manholes

A RESOLUTION RECOMMENDING TO THE CITY COUNCIL ADOPTION
OF A SPECIFIC PLAN ON PROPERTY LYING WESTERLY OF EL
CAMINO REAL BETWEEN THE PROPOSED ELM AVENUE EXTENSION
AND MARROW ROAD
WHEREAS, pursuant to the provisions of Title 21 of the Carlsbad
Municipal Code, the Planning Commission did on July 11, 1972, hold a
duly noticed public hearing to consider a Specific Plan submitted by
Kamar Construction Co. on real property in the City of Carlsbad, Count
of San Diego, State of California, commonly known as property lying
westerly of El Camino Real between the proposed Elm Avenue extension
and Marron Road, and more particularly described as:
Lot 7 of Sec. 32 T 11 S, R 4 @, San Bernardino
Base and Meridian, in the City of Carlsbad,
County of San Diego, State of California,
according to U. S. Government Survey approved
Dec. 27, 1870, and more particularly described
in application on file in the City Planning Office.
WHEREAS, at said public hearing, upon hearing and considering the
testimony and arguments, if any, of all persons who desired to be
heard, said Commission did find the following facts and reasons to
exist which make the approval for a Specific Plan necessary to carry
out the provisions and general purpose of Title 21:
1. The subject application is in conformance with the City of Carlsba
General Plan as amended.
2. The subject application is in general conformance with the "Hosp
Grove" Master Plan adopted by City Council Ordinance No. 9250.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of Carlsbad that it does hereby recommend to the City Council the
adoption of an amendment to Title 21 for a Specific Plan on said pro-
perty.

5 WHEREAS, the Carlsbad City Planning Commission did receive on
6 July 11, 1972, a Tentative Map, to be known as "Hosp Grove" Apartments
7 Carlsbad Tract 72-12, submitted by Kamar Construction Company, owner
8 and subdivider, on property located west of El Camino Real between the
9 proposed Elm Avenue extension and Marron Road.
10 WHEREAS, the Planning Commission did consider the Tentative Map
11 as submitted, comprised of four lots; and
12 WHEREAS, the Planning Commission did take- into consideration the
15 reports of the various City agencies and utility companies;
14 NOW, THEREFORE, BE IT RESOLVED that the Tentative Map be approved
15 subject to the following reasons and conditions:

17 1. The subject application is in conformance with the City of Carls-

WHEREAS, on the llth day of July, 1972 the Carlsbad City

AN ORDINANCE OF THE CITY COUNCIL OF THECITY OF CARLSBAD ADOPTING A SPECIFIC PLANFOR PHASE II OF THE "HOSP GROVE", ON PROPERTYLOCATED WESTERLY OF EL CAMINO REAL BETWEENTHE PROPOSED ELM AVENUE EXTENSION- AND MARRON
ROAD, CARLSBAD TRACT NO. 72-12..(Kamar Construction)
The City Council of the City of Carlsbad, California, D&ES:
ORDAIN that a Specific Plan for the hereinafter described real
property be adopted in the following particulars:
SECTION 1. PROPERTY DESCRIPTION. Lot 7 of Section 32,
Township 11 S, Range 4 W, San Bernardino Base and Meridian, in the
City of Carlsbad, County of San Diego, State of California, according
to United Stated Government Survey, approved December 27, 1870 and
more particularly described on file in the City Clerk's Office.
SECTION 2. GENERAL CONDITIONS The Specific Plan, entitled
Exhibit "A" attached hereto, is subject to the following conditions
and restrictions:
1. The development of the property described in-Section I
hereof shall be subject to the restrictions and limitations set
forth herein which are in addition to all requirements, limitations
and restrictions of all municipal ordinances and State and Federal
statutes now in force, or which hereafter may be in force for the
purpose of preserving the residential characteristics of adjacent
properties.
2. All public improvements shall be made in conformity with
the subdivision ordinance and other City standards to the satis-
faction of the City Engineer, without cost to the City of Carlsbad,
and free of all liens and encumbrances.-i
3. All land and/or easements required by this Ordinance shall
be granted to the City of Carlsbad without cost to the City and
free of all liens and encumbrances.
4. No other use shall be allowed upon said property until
Specific Plans for it have been submitted and approved by the City

SECTION 3. PRIVATE .DEVELOPMENT CONDITIONS. The following
conditions shall apply with respect to any development after the
effective date of this Ordinance of the property described in
Section 1 hereof:
1. That a Spanish/Mediterranean theme be established to. be
compatible with the Plaza Camino Real and the proposed Larwin residen-
tial development to the east.
2. The applicant shall submit a complete landscape and
irrigation as required by Ordinance 9218, to the City.staff and shall

be subject to their approval.
a. Said plan shall prescribe methods of slope planting
and irrigation in detail. This plan-may include Hydro seeding, but
shall not include those varieties of ice plant which have a tendency
to become heavy and waterlogged and will cause landslides.
3. That the Specific Plan, Exhibit "A" shall be adopted
as presented, any deviation shall be subject to the approval of the
City of Carlsbad staff. •
4. That the architectural elevations, Exhibit "B" shall be
adopted as a Spanish/Mediterranean theme, and any deviations shall be
subject to the review and approval of the City of Carlsbad staff.
5. That sidewalks and ornamental street lights, median curb
and gutter and the final lane of paving be installed on the half of
El Camino Real bordering the tract. The design of the ornamental
street lights shall be subject to the approval of the City of Carlsbad
staff.
6. That a median break, including a north bound left turn

pocket, be installed on El Camino Real opposite "A" street. This
condition shall be considered separately at the time of submittal of
the final map.

7. That a three leg fully actuated traffic signal be installe
at El Camino Real and "A" street at such time as the City Traffic
Engineer determines the signal is needed. The developer shall enter
into a separate secured agreement guaranteeing installation. This
condition shall be considered separately at the time of submittal of
the final map.
8. All public improvements shall be installed as required by
Ordinance and the City Engineer and shall be designed in accordance
with City Standard Design Criteria.
9. That the method of handling drainage be subject to the
review and approval of the City Engineer as part of the project im-
provement plan.
10. the water distribution and sewer collection system shall
be dedicated to the City together with the necessary easements free
of liens and encumbrances.
11. On-site fire hydrants and fire protection appurtenances
shall be constructed in accordance with Fire Department requirements.
12. The interior streets are proposed to be private. The
following special conditions shall apply:
a. Provisions for maintaining the streets, satisfactory
to the City Engineer and City Attorney, shall be.provided prior to
issuance of any occupancy permit.
b. The design of all streets shall be approved by the
Public Works Department and all street construction shall be inspected
by the Public Works Department and a standard inspection fee paid.
c. All streets shall be designed for a structural sectio
in accordance with City of Carlsbad Standard Design Criteria. ->
d. Provision for accommodating pedestrian traffic
satisfactory to the Planning Department and City Engineer shall be
provided.
e. Lighting adequate for pedestrian and vehicular safety
and sufficient to minimize police problems shall be provided.

f. Where it is proposed to reduce street widths by
elimination of curb-side parking, equivalent parking, in addition to
the normal off-street requirement shall be provided by other means.
g. All head-in parking spaces shall be TO* X 18.5.1
minimum. Design of parking layouts shall meet o.r exceed standard
outlined in Highway Research Board Special Report 125 "Parking
Principles".
h. The City shall assume no responsibility for enforce-

13. Sidewalks shall be provided to connect each dwelling
unit to major points of pedestrian attraction. Materials to be used
shall be subject to approval of the staff.
14. Separate screened facilities for trailers, boats and
campers shall be provided.

17. Arrangements satisfactory to the City Attorney and City
Engineer shall be made for the future construction of full 1/2 street
public improvements, including grading, on Elm Avenue bordering the "'
site.
18. "A" Street shall be extended to Monroe Street and Monroe
Street extended to Elm Avenue prior to issuance of an occupancy permit
on Unit "C".
SECTION 4. REQUIRED PUBLIC IMPROVEMENTS BEFORE ISSUANCE OF
BUILDING PERMIT. The following shall be granted to the City of

Carlsbad before any building permit shall be issued for the develop-
ment of the property described in Section 1 hereof:
A. All street improvements including water, sewer, under-
ground power and telephone, street tree planting, street light,-
storm drain and any other improvements deemed necessary by the City
Engineer shall be installed in conformance with City Standards and
indicated on an approved improvement plan, or bond posted in lieu
of improvements, prior to the issuance of a building permit.
B. All lands necessary for street widening shall be dedicated
to the City of Carlsbad prior to approval of said improvement plan.
C. A grading plan shall be submitted prior to the issuance
of a building permit.
SECTION 5. ADMINISTRATION AND ENFORCEMENT. The Building
Department shall not approve any building for occupancy until the
Planning Director has certified that all the conditions of this
Ordinance have been satisfied.
INTRODUCED AND FIRST READ AT a regular meeting of the
City Council of the City of Carlsbad, held on the 1st day of August,
1972 and thereafter PASSED AND ADOPTED AT a regular meeting of said
City Council on the 15th day of August, 1972, by the following vote,
to wit:
AYES: Cmn. Dunne, McComas, Lewis, Chase and Frazee.
NOES: None.
