Statement of the Matter
The City Council has previously authorized the design of the Phase 2
expansion to provide for Leucadia and Encinitas participation in the
Encina Joint Sewerage Agency and to provide future additional capacity
for the City of Carlsabd. Funds are being provided by the two new
agencies and there will be no out of pocket costs to the City of Carlsbad
The plans and specifications have been prepared and the City of Vista,
as contract administrator for the Joint Sewerage Agency., is ready to
ask for bids. They require the approval of the plans and specifications
by each of the member agencies. „
