SEWER &WATER I At present, the La Costa areas lies within several sewer and water &strict boundaries. They are the Leucadia County Water District, Olivenhain Municipal Water District f San Marcos County Water District, Bellford Village Water District f Bueno Colorado Municipa Water District and Carlsbad Municipal Water District. La Costa has worked within all of the above districts and respecti\ districts have done extensive planning and co-ordination with La C in their present development areas. All the present facilities are designed to handle future developments, or consideration has been for their expansion or improvement. POWER & COMMUNICATION La Costa has been working very close with the San Diego Gas & Ell Company and Pacific Telephone in the development of these faciliti Many systems are over-sized or there has been room provided in th underground system for expansion LO meet future anticipzted needs , of La Costa's present construction is underground to provide for sa and a pleasing visual impact. STORM DRAINAGE A large portion of the developed La Costa area lies at the low end c drainage basins, and these systems have been designed to handle f developed areas to the top of the natural drainage hasins. E I_----------------L^__1____1_____1______--------~---------- La Costa has submitted a request for pre-zoning on all prop being annexed to the City. because of the scale of the appli tion, the staff is making the following recommendations reg alternative courses of action: 1. The Planning Cominission may elect to conduct worksh sessions to discuss all aspects of the proposal. These sessions would be conducted with either a full commission or a quorum as a minimum, the City staff and the applicants staff. These sessions would be open meetings so as not to violate the Brown Act. However, no decisions or voting would occur. 2, A second alternative would be to assign a standing two or three-man committee to act in a similar fashion as the entire cornmission could in this case, the committee would make recomniendations to the commission at the public hearing. These two a.lternative courses of action are designed to faci the amount of time spent on the La Costa application at the level and during public hearing. General Di s cu ss i on : The La Costa Land Company is requesting a zone change from A-1-8, A-3-8 and L-C to City of Carlsbad Planned Community Zone for the balance of their holdings, 2900 acres, that i being considered by annexation. The proposed reclassification would encompass the entire spectrum of available land uses allowed within the Planned Community Ordinance (9218). Residential land uses are proposed for 2112 acres having density ranges from 1.5 per acre to a maximum of 20 dwelling units per acre. 35 acres facilities and 80 acres are scheduled to be placed into a Regional Shopping facility. The balance of 673 acres are set aside for school sites, parks (neighborhood and commun open space recreation and utility easements. The existing golf course complex encompasses 222 acres. The average de for the residential development is 5.5 acres and 4.1 dwell units for the entire 2900 acres. Major circulation patterns are established by the inclusio of Alga Road, La Costa Avenue, Melrose Avenue, and Rancho Santa Fe Road. Two additional 84 foot residential collect streets have been indicated on the Master Plan. The Master Development Plan was adopted by the County Boar of Supervisors in July of 1971, revised August 1971 and April 1972. This plan is the basis for the request for tt P-C Master P1 an. The area of the requested Plan lies primarily outside the City of Carlsbad's present Planning Area Boundaries. The following considerations we established as vital components of the annexation request: 1) The General Plan for the City of Carlsbad must be reviewed and revised to accommodate the proposed P-C zone. 2) The necessity to evaluate developmental patterns th must include (a) land use, (b) circulation, (c) ope space, and (d) housing element 3) The necessity to coordinate the planning processes 1 other adjoining jurisdictions (i.e. San Marcos, Leu( and San Dieguito Planning Area). The General Plan and all required elements of the City of Carlsbad are in the initial stages of review and revision. La Costa's Master Development Plan represents a temporary extension of the existing City of Carlsbad General Plan. At such time a complete revision to the City of Carlsbad's General Plan has been adopted, the La Costa Master Plan shall be amended and revised to meet those requirements, Requirements for public facilities are intended to be place in the community center and shopping center complex. Additional facilities, i.e. branch fire stations and brancb libraries will be defined and located by the City of Carlst: as the need may arise. Their respective locations will be subject to the approval of the city of Carlsbad. The Master DeveloDment Plan projects the preservation of San Marcos Canyon as part of the major open space system. The requirement of the City of Carlsbad Ord. 9190 (Parks Dedication or Fees in Lieu of) has established approximate1 100 acres as La Costa's responsibility for parks dedication The developer may, as a result of the inclusion of private recreation facilities and other public recreation facilitie have the park dedication requirement reduced by 25%. Appro mately 40 acres have been designated on the Master Plan for use as neighborhood park facilities. Additionally, San Mar for dedication to the City of Carlsbad as the developer obt property releases.
