resignation effective September 10, 1972.
In keeping with Counicl policy, permission•is requested to replace
Mr. Rush at the earliest possible date.

Recommend replacement of Sanitation Maintenanceman•position. Normally,
replacement of -vacant budgeted positions is an administrai:ive-matter,
subject to -approval o4the City Manager. I would 'suggest that this
policy be returned to ^the City Council; with the exception of the
hiring schedule to be provided to the Council on the La Costa •annex-
atton. Ordinarily, control of this extent is neither necessary our
desirable with a balanced budget. I'n the event of some lanforseen
-fiscal crisis one of any City Managers actions would be not io fill
budgeted positions as they become vacant. • '
