Normally, replacement of -vacant budgeted positions is an administrai:ive-matter, subject to -approval o4the City Manager. I would 'suggest that this policy be returned to ^the City Council; with the exception of the hiring schedule to be provided to the Council on the La Costa •annex- atton. Ordinarily, control of this extent is neither necessary our desirable with a balanced budget.
