General Discussion, This report concerns three separate means of enhancing City Council Communications, These three means can be considered and implemented separately or they may be dealt with collectively. The intent in each case is to eliminate barriers to communi cations I 2. Recommendations. A. Modification of the physical configuration of the City Counci' Chamber. (1) Move the public podium from the east side of the Council Chamber to the same relative position on the west side of the Chamber. The podium is bolted to the floor and can be readill moved. The microphone lead may be extended from the bitter ei of the lead running the length of the Council Chambers counte (2) Remove the chalkboard and projector screen from its pre- sent position behind the City Clerk's position to the east wall now occupied by a bulletin board. At present a person 6' tall can only reach to the middle of the chalkboard. When the projector is used, the City Clerk must be temporarily re- located. In the new position all Council members have a clea view of the chalkboard and the screen. Wiring in the east wa is available to permit operation of the electric motor for raising or lowering the screen. (3) Remove the two half-rows of seats to replace the present first full row, This would provide the entire 14 seat front row with movable writing arms. Then move the present first full row of seats to the presently unoccupied rear row. The net loss would be two seats. There are no restrictions for fire regulations or any other reasons the back row may not be used. Holes in the carpeting left by removal of the two 1/2 front rows can be sewn together. (4) Remove bulletin board from east wall behind gresent publi podium and place it in same relative position on west wall fo posting of maps, etc. (5) Cost for above recommendations are primarily for labor as follows: and under the carpet to the new podium location, Howard Teakell (3 $6.01 /h = 48.08 x 2 = $96.16 Dick Eggleston @ 3.27 /h = 26.16 x 2 = 52.32 Indirect labor costs, insurance, etc. = 37.12 TOTAL $185.60 1 @ -m 1 STAFF REPORT 2 B. Preparation and employment of transparencies for visual rrysentations. Chamber is seldom used. Instead, various maps, charts, renderings, etc. are used for visual presentations. It is recommended that by using the Xerox copier and transparency copier , readily avail able transparencies can be prepared prior to Council meetings to either show sections of the City atlas or other maps as required. In this matter of a portion of an atlas sheet is attached. (2) Costs shown below are for preparation of a series of six transparencies per atlas page for the City atlas to provide the Council an indication of costs. 1 The transparency projector presently in the Council detailed uniform presentations can be used, An example Plastic frames 250 x .25 $62.50 Transparencies 250 x .25 87.50 Cost of Xerox copying 2.68 Machine cost for copying .05 / min. 12.00 Projector Table 50.00 Tax 10.00 TOTAL $224.68 C. Preparation and Installation of City Bulletin Board, (1) Certain Sections of the Carlsbad Municipal Code, i .e. , Section 3.28.100, require posting of notices on a public bulletin board in the City Hall. Currently there is no designated City Bulletin Board. It is recommended a City bulletin board be installed in the lobby of the City Hall on the north wall adjacent to the Planning Department counter. There any member of the Council or staff desiring or required to publicly post information can do so on a designated bulletin board. It also directs the attention of the public to a central location for official notices which might otherwise be missed. (2) Costs for this recommendation would be as follows: Labor: Howard Teakell f3 $6.01 /h x 8 = $48,08 Dick Eggleston f3 3.27 /h x 8 = 26.16 Indirect costs 14,85 Materials: Cellotex, burlap, etc, 50 ,OO Tax 2.50 TOTAL $141 .59 3. Summary. None of these projects have been budgeted for the Fiscal Year 1972-73 budget. If any or all were approved, Council authorization to expend the funds would be required. JEROME N.
