Subject: Temporary Occupancy Permit for Lakeshore Gardens
Moblehome Park
Gentlemen :
Persuant to our recent conversations, we are hereby requesting
that we be granted a temporary occupancy permit on our Lakeshore
Gardens Mobilehome Park.
We have now completed the first phase of the park containing the
Clubhouse, laundry, and 199 spaces. The only exception being
the street lights on Avenida Encinas are not as yet in place.
The San Diego Gas and Electric Company has stated that they will
'have these installed within 30 days .
So far as the offsite sewer main being installed for Occidental
Petroleum is concerned, this is completed, tested and inspected
to the pumping station.
The contractor has informed me that due to design changes in
the station and siphon the completion of the project will be
delayed slightly, but will be completed before December 1, 1972.
I talked to Mr. Larry Conly of the San Diego County Health
Department yesterday, October 10 , regarding the usage of a portion
of the sewer main for storage and utilizing frequent pumping by
vacuum truck until such time as the pumping station is installed
and in operation .
Mr. Conly stated that so far as they are concerned they would have
no objections. They quite often permit this to be done in
residential subdivisions.

The actual amount of sewage we are talking about is quite small.
Until the main is completed we will have the clubhouse and
probably a dozen residents. The accumulated amount can easily
be handled according to Mr. Sweeney of "Lil Stinker" pumping
service.
We agree to deposit in cash or bond such amount as the City of
Carlsbad may consider necessary to insure that adequate pumping
and chlorinating will be performed.
We will continue to diligently persue the installation of the
offsite sewer and storm drain and recognize that the City may
revoke such temporary occupancy permit at their option should
the progress of the sewer and storm drain be unsatisfactory.
It is our understanding that our request can only be granted by
a council resolution waiver in as much as Council Resolution
1713 requires hookup to permanent sewer.
We therefore request that the Carlsbad City Council consider this
an urgent item at the October 17 council meeting since many of
these tenants who have now sold their homes, bought mobile homes,
and moved them to the park are now living in motels.
Thank you very much for your cooperation in this matter.
Sincerely,
SEQUOIA PACIFIC REALCO
