Baidwin Personnel Director Statement of the :ratter Personnel Rules and Regulations provided.for.under Ordinance 1120 will be"amended by deletion and inclusion in -the following manner. Page 2.7, Section 14, (Oveztime): Delete existing paragraphs and include -the following. ; either Anticipated programmed overtime, to be paid lat the employee's regular hourly rate or time and one=half for each hour worked, may be allowed at the request 'of the department head subject to the prior approval of the City, Manager. Extended time, emergency *overtime. or call back'time for a -minimum of two hours shall be paid at•the rate of time and one half. Stand-by time for miscellaneous employees shall be compensated in an amount of $3.50 per night or off -duty day and should call back occur during stand-by time, the employee shall also receive the regular hourly rate of pay,for each hour, or fraction thereof, worked. Department heads are not eligible for paid overtime. Exhibit: Resolution No: �� amending ��3z16. Staff Recommendations Staff recommends the establishment of fire,safety employee stand-by rate and the amendment of the Personnel Rules and Regulations. As it stands Section 14 provides compensation for night time stand-by only'. -With minimum manning of three (3) men_at Station 2, for a pumper and an ambulance, during vacation time and when men are -off, sick, injured, etc., there will be times when the Fire•Department will need one (1) or more personnel on stand --by up to'24 hours or a complete shift. This will occur frequently if the City decides to have the Fire Department provide ambulance service for the entire city. "Time and one-half" as pertaining to rate of !,)ay and "extended time" .� are inclusions by prior amendment. Pill Baldwin Personnel O.ficer 7-roan: Carlsbad ^ire fighters Association Subject: Standby Pay Mr. Baldwin; The proposal of ?.00 per twentyfour standby as presented to us in our meeting of November 17th 1972 has been dis- cussed by our Association. The Carlsbad -Firefighters Association feels that t.:e an- bularce service will be a vital and necessary £unction of of our department. Our members have willingly accepted tine additional traininn and responsibility that will be noc- essary to perform the service with skill and efficiency. It appoars that because of the nature of the se, ­rice (24 hours 7 days per week) and the number o' noalieied personnel available, each of our members will be required to be placed on standby at least twice each month. This means that we rust add at least LA hours more to the tine already devoted to our occupation. As we already spend more time at our jobs than other city employees (63 bows per creek.) this will be placing an additional burden on oixr rrnmbers.. The Carlsbad PirefiLters Association is therefore requesting a minimum figure of $10.00 per twentyfour hour standby. The City Council of the City of Carlsbad does hereby resolve as follows: WHEREAS, the City Council of the City of Carlsbad wishes to revise rules and regulations governing overtime pay, NOW, THEREFORE, be it resolved that Rule X, Section 14 of the Personnel Rules and Regulations, Resolution No. 1727, is revised to read as follows: (begin) Section 14.
