Both the City of Carlsbad and the County of San Diego have conducted
recent bond elections where a majority of City and County residents
favored acquisition of additional parks and open space. However,
because of California's nearly unique two-thirds vote requirements
for General Obligation Bond Issues, neither measure was successful.
This does not, however, abate the urgent need for open space acquisi-
tion in an area urbanizing as rapidly as North San Diego County. One
method that could be considered by the City Council and Board of
Supervisors is a joint powers agreement.

City Manager's Recommendation
Carlsband, now that the annexation of LaCosta is completed, could
finance joint powers obligations for Park and Open Space acquisition
and development from transit occupancy taxes beginning in fiscal year
1973-74. The County likewise could finance their obligations from
non -property tax revenues. Hence such an agreement between Carlsbad
and the County would not affect the property tax levy of either
agency. My suggestion its that the City and County staffs prepare a
feasibility report for the City Council and Board of Supervisors if
both bodies agree to review the potentials of this method of Park and
Open Space acquisition.
Recommendation: That the City Council authorize the Mayor to communi-
cate to the Chairman of the Board of Supervisors our willingness to
consider the merits and demerits of a joint powers agreement between
Carlsbad and the County of San Diego to acquire and develop Parks and
Open Space.
Council Action
11-21-72 Following discussion a motion was made that this matter be
deferred until after the first of the year, at which time
it should be placed on the Agenda and discussed.
1-16-73 The Mayor was authorized to communicate to the Chairman of the
Board of Supervisors the City`s willingness to consider the
merits and demerits of a joint powers agreement between Carlsbad
and the County of San Diego to acquire and develop parks and
open .space.
1/10/73 This office still suggests consideration of our recommenda-
tion of 11/16/72. If the City Council does not wish to further con-
sider the subject, we are still left with the question of Lake
Calavera. If we do not consider the feasibility of a joint powers
agreement, it is further suggested that a term sale (say ten years)
of Lake Calavera to San Diego County for park purposes be considered.
Policy guidance regarding Lake Calavera is needed to assist in our
General Plan Revision and Capital Improvements Program.
