Statement of the Matter
We have completed our promotional examination for Director of Planning. Mr. Don Agatep has successfully passed this examination. Mr. Agatep is willing to accept the position at the salary range earlier paid Mr. Olinghouse plus the 5% increase granted most Department Heads by the City Council last July 1st. This is Range 53. Per our procedures the City Manager would determine placement within the range. If the salary is maintained at its present salary range (Range 48) Mr. Agatep would prefer to remain as Associate Planner and have the City recruit a Director of P1 anni ng .

City Manager's Recommendation
Although the Director of Planning no longer has housing functions, he now has Environmental Impact Report duties. Some cities, such as San Diego, have created whole new departments for this responsibility. In my judgment the job is at least as responsible, perhaps more so, than it was when Mr. Olinghouse had the additional housing functions. It is further my opinion, especially considering the personnel short- age in the planning field, that we are not going to be able to recruit a Director of Planning acceptable to the City Council at our present salary.
In addition, we should revise our salary range for Associate Planner. We are unable to recruit qualified applicants at our present salary and in my judgment will be unable to retain Assistant Planners when they qualify for the Associate level. In this connection the salary level of Civil Engineering Associate is keyed to that of Associate P1 anner.

A RESOLUTION OF THE CITY COUNCIL OF TYE CITY
OF CARLSBAD AMENDING CITY COUNCIL RESOLUTION No. 2050, ADOPTING SALARY PLAN, FOR THE CITY
FOR 1972-73.
The City Council of the City of Carlsbad does hereby
resolve as follows:
WHEREAS, the City of Carlsbad did on July 18, 1972, adopt
a salary plan for the City of Carlsbad for 1972-73,
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 2050,
dated July 18, 1972, is amended by revising Salary Ranges for
