DIRECTOR will be amended by deletion and/to read as follows:

Standards Considerable knowledge,of. the techniques necessary to
..administer a diverse Parks and Recreation Department
I with emphasis on financial management, grantsmanship,
parks and facilities expansion, parks facilities and
maintenance.
Ability to maintain a continuing public information
program; work actively with the general public, interest
groups, contract consultants, school officials, subor-
dinates and other City departments.
{ Three years ofresponsible experience in a position
concerned with supervision of parks and/or recreation
programs, facilities and budgets. College graduation
-' with a majbr or minor in public administration and/or
city planning, architecture, civil engineering or any
equivalent combination of experience and training.

Staff Recommendations y
At the time of positioning a first director of the Department of Parks
and Recreation it was determined that parks and department facilities
expansion would maintain a two year priority, thus the "employment
standards' in the existing job description.
It is now determined that experience in the organization of a total and
diverse department with emphasis on financial management and grantsmanship
is essential. Staff recommends the attached description.

PARKS AND RECREATION DIRECTOR
Definition This is responsible administrative, professional and
technical work in directing the activities of the
Parks and Recreation Department.
Under the general direction of the City Manager, subject
to policy determinations of the Parks and Recreation
Commission, the Parks and Recreation Director is respon-
sible for planning, organizing and directing the work of
the Parks and Recreation Department. This work includes
planning and evaluation of recreational activities and
facilities in light of community needs.
Examples 1. Plans and organizes the work of the Park Division
of Duties including maintenance of existing sites and development
of new projects.
2. Plans and supervises long term development of a
wide variety of recreational activities.
3. Assigns employees to particular duties and places
of work; instructs subordinates on policy matters and
in the method and procedures which are to be followed
in carrying out the various activities; confers with the
departmental staff and instructs them in their work.
4. Confers with the Parks and Recreation Commission,
submits reports on the work of --he department and on
matters of policy requiring commission attention,
assists the commission in an advisory capacity on
technical questions, makes special investigations and
reports as requested.
5. Speaks before civic and community agencies relative
to public parks and recreation plans and programs.
6. Prepares the departmental budget and plans expendi-
tures to conform to the budget.
7. Performs related work as required.

Employment Considerable knowledge of the techniques necessary to
Standards plan and assign park facilities; recreation movement,
and its philosophy; principles of financial manage-
ment as applied to recreation administration; problems
of juvenile delinquency and social psychology and
an ability to apply this knowledge to program areas;
basic horticultural and landscaping practices and
techniques and the ability to apply these to recrea-
tional goals.

Employment Ability to successfully formulate recreation programs,
Standards direct and supervise the staff and to plan and manage
recreational areas and facilities; plan and execute
an effective public relations program; work effec-
tively with the public, school. officials, subordinates
and other employees.
Three years of responsible experience in landscape
architecture, park design, City planning, civil engineer-
ing or similar position affording the opportunity to
gain experience in park design. College graduation
with a major in landscape architecture, City planning,
civil engineering, or a related field; or any equiva-
lent combination of experience and training.
