'Statement of the Matter
The Traffic Safety commission at its meeting of January 8, 1973,
recommended posting a one-way entrance at the southerly end of
subject alley to eliminate a very hazardous vehicle movement.
The attached exhibit shows the extent of the proposed one-way
alley entrance.
To implement this recommendation, adoption of a resolution designating
a one-way alley entrance at subject location is required. The remainder
of the alley would remain two-way.
A possible alternative considered was to eliminate parking adjacent
to the alley. The recommended solution is far less detrimental to
operations of businesses in the area.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD DESIGNATING AS ONE WAY THE ENTRANCE
TO THE ALLEY WHICH INTERSECTS THE NORTH SIDE
OF ELM AVENUE AND RUNS FROM ELM AVENUE TO GRAND
AVENUE BETWEEN STATE STREET AND ROOSEVELT STREET.
The City Council of the City of Carlsbad does hereby resolve

as follows:
1. That the entrance to the alley which intersects the North
side of Elm Avenue and runs from Elm Avenue to Grand Avenue be-

tween State Street and Roosevelt Street be designated one way from

the northerly extended curb line of Elm Avenue.to a point 60
feet to the north in said alley.
2. All vehicles will move in a northerly direction through
the described portion of subject alley.
