Statement of the Matter
Due to the volume of construction during the past months and the
projected construction, the necessity to maintain an efficient, up
to date and permanent record of this construction is evident. The
progress of each permit issued by this department, whether it be a
Building, Electric, Plumbing, 'Mechanical or Sign permit takes more
than one inspection. Therefore, the current posting and maintaining
of pesinanent office records, with remarks could be of great importance
in the upcoming years. This additional work load requires a
classification of Permit Clerk - Secretary and a Clerk Typist within
the department.
Each inspector has a request inspection slip, the inspector picks up i
his slips (each has his name on it). After inspection, he notes what
was approved or not approved on the request. Fie may also note that a
certain condition exists which he might state verbally or by note.
In the event that the same inspector is not readily available, then
someone else must take the request. By pulling the job folder and perm-
;w3rkt,,record of this construction the inspector can check the progress !
of--'Ehb— nb as to what was approved or not approved. I feel that the
importance of these records warrants the additional employment of the
Clerk Typist. Salary Range 11, $477.00 - $580.00.

The request for additional personnel is based in great part on antici-
pated growth in construction. Material presented in the Personnel
Director's Memorandum shows we have the same staffing as cities with
similar building volumes. It also indicates "Carlsbad would have the
only permanent records of inspections in the County," which indicates
record -keeping beyond the norm.
Two recent events may have a great effect on our building volume. One
is the approval of Coastal Zone Control by the electorate and the other
is the President's 18-month freeze on ;,-w FHA financing which could
have an effect on our potential single family/condiminium construction
volumes.
While this clerical position would be my recommendation for the next
new position in the Building Department, I am reluctant to approve
additional personnel at this time. We have, relatively recently, added
two Building Inspectors to the Department. My recommendation is that
we table this request until 1973-74 budget discussions. By that time
we will have a clearer idea of continuing permit valuations past the
rush to beat the 2/l/73 Coastal Commission date and the FHA freeze. If
permit valuations are sustained and increased we can allocate funds
for the last two or three months and include the position in the 1973-74
budget with more reassurance we will not be overstaffed.

the City Manager and Building Jnspector should resolve the problem.

SUBJECT: ADDITIONAL BUILDING DEPARTMENT PERSONNEL
After discussion with Mr. Osburn and a study of the clerical
and permit issuance tasks performed on a continuing basis within
the Building Department I find that a clerk typist could serve
to alleviate much of the pressure on inspectors and the secretary.
At present, the department has a secretary who answers
phones, uses the radio, does correspondence, assists with per-
mits and serves as the receptionist for the department.
The need now is to record and identify all inspections on
a form so that any of the department personnel can answer ques-
tions of the builder or public in regard to building development
under the City's jurisdiction. The attached inspection record
shows the information that will be cross -filed for fast reference -
referral. Building volume has increased to the point that it is
not possible for an inspector to retain all of the factors in-
volved without a written record. Too, this record will enable
any auxilliary inspector to become quickly aware and thus offer
better service to the builder by providing complete continuity
of inspection.
In addition, the proposed clerk typist would free the
Present secretary for duties involved with the issuance of per-
mits, so as not to tie-up an inspector whose earnings approximate
$1,000 per month.
The feasibility of hiring a plan checker does not presently
appear to be what is needed. While the volume of building plans
is heavy now, it is felt that there could be a tapering off by
mid -summer. This is a difficult question since Proposition 20
has not, as yet, been fully impacted on the building industry
in Carlsbad.

A study conducted by the City of Escondido office of
Personnel shows eight city jurisdictions in San Diego County,
La Mesa, Vista and San Marcos had approximately the same total
permit valuation as Carlsbad ($20,000,000.) La Mesa has a
Director of Building Inspection and Housing, one and 1/4
permit clerks, three building inspectors. However they do
not do plan checking, but have a fee consultant. This totals
five and 1/4 staff plus the fee consultant.
La Mesa plan check consultant service costs equal plan
check fees using the 1970 UBC charts. Because total building
permit valuation for the City of La Mesa was approximately
$19,000,000.00, plan check fees would approximate $28,500.00
or yearly salaries for three building inspectors.
Vista has a staff of five and 1/2 but do not do their
own plan checking. They are staffed by a 1/2 time director of
building, three inspectors and a permit clerk.
San Marcos has a staff of four but do not do their own
plan checking.
One of Carlsbad's inspectors is steadily assigned to
plan checking and has accumulated as many as 67 overtime hours
in one month. This places a burden on the remaining field
inspectors and the secretary, not to mention the plan checking
inspector. Carlsbad is staffed by six people including the
director. With the unprecedented growth expected in Carlsbad,
record keeping becomes paramount to an efficient operation. This
means that Carlsbad would have the only permanent records of
inspections in the County.
In summation, the hiring of a clerk typist would provide
for better record keeping; (2) enable the present secretary
to operate as a permit clerk as provided in the description;
(3) alleviate the necessity of having an inspector do clerical
work at inflated pay; (4) provide for more efficient operation
of the department with its regard to the citizen of Carlsbad.
