PUBLIC EMPLOYMENT PROGRAM.beyond the -two year point, regardless of
the.unemployment index figures, California cities should unite in
their effort to urge the continuance of this very worthwhile federal
program:
This City's number of Public Employment Program job positions is '
twelve (12)j the participant number being twenty-one (21). Eight
participants have successfully achieved ppkmanent employment
status. We would -anticipate total absorption. _

RESOLUTION NO. 3063
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ESTABLISHING THAT
THE PUBLIC EMPLOYMENT PROGRAM AS AN IMPLEMENTA-
TION OF THE FEDERAL GOVERNMENT EMERGENCY
EMPLOYMENT ACT OF 1971 HAS GREATLY BENEFITED
THIS MUNICIPAL AGENCY.
WHEREAS, The City of Carlsbad did on November 2, 1971 agree
to contract with the County of San Diego as Program Agent for
the United States Department of Labor as Legislative Authority of
the Emergency Employment Act of 1971; and
WHEREAS; the Public Employment Program as an implementation
of the Emergency Employment Act of 1971 has greatly benefited the
City of Carlsbad in manpower needs, increased the City's capacity
and facility to more adequately train and retrain participants as
public employees and offered an element of hope to veterans,
displaced professionals and unemployed or under -employed persons
with transitional jobs; and
WHEREAS, the policies, procedures and standards of the progran
permit its inauguration with relative ease and effectiveness; and
WHEREAS, we have been able to accelerate the development of
a City operated recreation program and thus meet social Service
needs not heretofore offered;
NOW, THEREFORE, BE IT RESOLVED that the City of Carlsbad
supports the continuance of the Public Employment Program to its
original and purposeful end, and that this Council action be for-
darded to the President of the United States of America.
PASSED, APPROVED, ANDADOPTED at a meeting of the City Council
