At,this time and with the retirement of Howard Teakell restructuring
,of the Property Maintenance Division of the Public.Works Department
prompts the establishment of the classification - PROPERTY MAINTENANCE
'FOREMAN - or a division head who performs multiple tasks and
supervises a minimum crew. The PROPERTY MAINTENANCE SUPERINTENDENT
classification -will be maintained but unfilled until a pdssible future
date. ,
Salary Range 31 will be the recommendration for PROPERTY MAINTENANCE FOREMAN'

and there will no additional monies needed to establish this position FY

Staff Recommendations
Mr. Eggleston will be promoted to foreman/removed from PEP rolls and
established with regular employee status. His appointment will be
provisional in conformance with the persorinel.ordinance governing rules
• and regulations and he will meet an •oral board of examiners before 6
months has elapsed.
A,public works leadman will be recruited and selected to assist Mr.
Eggleston. Mr. Eggleston will be responsible for custoilians for all
City buildings excepting the library.
Staff recommends the statement of the matter.

RESOLUTION NO. 3064
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD AMENDING CITY COUNCIL RESOLUTION
NO. 2050 ADOPTING SALARY PLAN FOR THE CITY
FOR 1972-73.
The City Council of the City of Carlsbad does hereby resolve
as follows:
WHEREAS, the City of Carlsbad did on July 18, 1972 adopt a
salary plan for the City of Carlsbad for 1972-73,
NOW THEREFORE BE IT RESOLVED that Resolution No. 2050 dated
July 18, 1972, is amended by the addition of the job classifica-
tion, Property Maintenance Foreman, Salary Range 31, as set forth
on Exhibit "A" attached and incorporated herein.
PASSED, APPROVED, AND ADOPTED at a meeting of the City
Council of the City of Carlsbad, California, held February 6, 1973,
by the following vote, to wit:
AYES: Councilmen: Dunne, McComas, Lewis, Chase and Frazee.
NOES: None.
ABSENT: None.

PROPERTY IIIAINTEIIANCE FOREWkN
Definition This is a position involving assignment and supervision of
varying property maintenance work performed by skilled and
semi -skilled employees.
An employee in this class must have working knowledge of
tools, materials, methods, and procedures involved in
several building and construction trade crafts; e.g, carpentry,'
painting, electrical, plumbing, heating and ventilating,
welding, and cement work. He must be capable of performing i
work at journeyman level in one or more of the above crafts
when not engaged in supervisory work.

Examples 1. Conducts a preventive maintenance program for City- i
of Duties owned buildings - and related facilities.
2. Supervises and participates in the conduct of a routine
janitorial service program for City -owned buildings.
j. Makes minor alterations to buildings; such as, removal °
and installation of cabinets, partitions, windows, doors,
electrical fixtures, and plumbing.
4. Maintains heating, ventilating, electrical, and plumbing
systems.
5. Maintains City owned street lighting systems.
6. Plans, organizes, supervises and maintains records of
work by employees.
7. Makes periodic inspections and reports on City -owned
buildings and facilities, and recommends nature of service
or repair needed.
8. Performs related work as required.
Employment Four years experience in maintenance or construction of
Standards buildings and related facilities, including at least two
years at journeyman supervisory level, and graduation from
high school; or any equivalent combination of experience
and training.
