Statement of the Matter
*The Planning Commission, at their regular meeting of February 27, 1973,
considered the request for approval of a Tentative Map by Costa Verde
Associates for development of a 24-unit condominium project on land
located on the southerly side of Navarra Drive between Viejo Castilla
Way and the westerly terminus of Navarra Drive, CT 73-6.
The Planning Commission adopted Resolution No. 875, approving subject
Tentative Map subject to conditions 1-5 as outlined in enclosed
Resol uti on .

DESCRIPTION OF APPLICATION
The applicants, Costa Verde Associates, are requesting aoproyal
of a one lot (1) subdivision to allow development of a 24-unit
condominium project on 1.27 acres (19 DU/AC) of land generally
located on the south side of Mavarra Drive between Vie.io Castilla
Way and the westerly terminus of Mavarra Drive, to be known as
Costa Verde. Current zoninq is RD-M (Residential Density-
Multiple) with a maximum allowable density of 43 dwelling units
per acre.
ENVIRONMENTAL IMPACT CONSIDERATIONS
The applicant has complied with the "City of Carlsbad Environmental
Protection Ordinance of 1972" and the project was declared to have
a non-significant impact on the environment, and has been posted
in the manner prescribed by law.
DESCRIPTION OF PROPERTY
The subject property is located on the south side of Navarra Drive
between Viejo Castilla Way and the westerly terminus of Navarra
Drive in La Costa South Unit No. 1. Said oroperty contains 1.27
acres of land presently divided into two (2) parcels. The appli-
cants propose to consolidate the property into a one-lot condominium
project.
DESCRIPTION OF SURROUNDING LAMP USE AND ZONING
The property in question (Lots 38 and 39 of a portion of La Costa
South Unit No. 1) is surrounded on all sides by RO-M Zoning (43
DU/AC). The entire portion of La Costa South Unit No. 1 is sur-
rounded by the golf course, which is zoned P-C (Planned Community).
The property to the west is developed as multiple residential land
use. The remainder of the surrounding portion is undeveloped at
present.

EFFECTS ON THE GENERAL PLAN
The proposed project is consistent with the goals and objectives
of the La Costa Master Plan which was adonted on June 27, 1972
as an amendment to the Carlsbad General Plan.
ZONING REVIEW
Upon review of the applicable zoning regulations, the Planning
Department finds that the proposed development substantially con-
forms with all requirements.
RECOMMENDATION
The Planning Department recommends approval of the proposed project
subject to the execution and/or fulfillment of the following con-
ditions:
1. The developer shall deposit with the City of Carlsbad
the required oark-in-1ieu fees prior to the recordation
of this ~Fjna~l -L Map.
2. Street trees shall be required per street tree planting
standards.
3. All on-site drainage systems shall be privately maintained
4. Standard trenching in the new abutting streets will not
be permitted for additional utility services (including
gas, electric, telephone, sewer, water). Boring beneath
the existing pavement is required except as modified by
the City Engineer.
5. Fire protection appurtenances shall be constructed in
accordance with Fire Department requirements and shall be
installed and functioning prior to framing construction.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF CARLSBAD, CALIFORNIA, SETTING FORTH ITS FINDINGS
AND RECOMMENDATIONS RELATIVE TO A SUBDIVISION MAP
(CT 73-6) ON PROPERTY LOCATED ON THE SOUTH SIDE OF
NAVARRA DRIVE BETWEEN VIFJO CASTILLA WAY AND THE
WESTERLY TERMINUS OF NAVARRA DRIVE, TO BE KNOWN AS
COSTA VERDE.

WHEREAS, the Planning Commission of the City of Carlsbad did
receive a verified application from COSTA VERDE ASSOCIATES,
requesting approval of a Tentative Subdivision Map to provide for
development of a 24-unit condominium project on 1.27 acres of
land, described as follows:

WHEREAS, said application has complied with the requirements
of the "City of Carlsbad Environmental Protection Ordinance of 1972
and has been declared to have a "non-significant" impact on the
environment; and
WHEREAS, the Planning Commission did take into consideration
the Tentative Map as submitted, and the reports of the various
reviewing agencies; and
WHEREAS, the Planning Commission did find that the subject
Tentative Map does substantially comply with the City of Carlsbad
subdivision regulations, and the State of California Subdivision
Map Act;
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of
the City of Carlsbad, that it does hereby recommend approval to the
City Council of the City of Carlsbad, of the herein described
Tentative Map, CT 73-6, subject to the following conditions:
1. The developer shall deposit with the City of
Carlsbad the required oark-in-lieu fees prior to
the recordation of the Final Map.

17 1972" and has been declared to have a "non-significant" impact on
