Statement of the :tatter
Because a biemorandum of Understanding with the employee group, Fire
'Fighiers, Inc., was accepted•by City Council action dated July, 197A.,
and incorporates the following agreement, the attached exhibits show
the cost to implement the program for three months of fiscal year.1972-73
or April, May and June.

Staff recommends program implementation and in checking with the Finance'
Department it is determined that there are sufficient funds within the i
existing budget to finance for fiscal year 1972-73.
Staff recommends.the ificlusion-of the plan'by.exhibit in the 'resolution
to amend Resolution No. 1727 establishing rules•,?nd regulations for
personnel --now under study.
To clarify: Staff recommends implementation in principal as of April, 1973.
Amendment to Resolution 1727 will follow in accordance with Section 4 of
City Council Ordinance 1120 providing for the amending of personnel rules
and regulations.

EDUCATIONAL INCENTIVE PROGRAM
Fire Safety Employees

OBJECTIVE:
A.. To encourage full-time career employees to strive
_--
for, and maintain, a high level of educational
achievement.
•
B. To acknowledge that with a high level of education,
the employee is more valuable to the community,
therefore he should be compensated for this asset.
C. To define educational goals, and to aid employees
in attaining them.

AUTHORITY:
The authority shall be Resolution No. amending
Personnel Ordinance No. 1120 pertaining to salaries,
wages, and working conditions within the jurisdiction,
of the City of Carlsbad.

QUALIFYING
Experience: At least two (2) years continuing full -

time employment with the City of Carlsbad. The employee
will have maintained a permanent classification for
one (I) yaar and performed his duties in a satisfactory,
or above, manner.
Education: The following schedule establishes classi-
fication employment standards according to Personnel
Ordinance No. 1120, and will designate the base on

which accumulated education units will establish
eligibility.
1. A Fire Chief will be required to have attained
a Baccalaureate Degree or its equivalent.
2. A Fire Battalion Chief will be required to
have attained an Associate Degree or its
equivalent.
3. A Fire Captain will be required to have attained.
45 college units or its equivalent.
4. A Fire Engineer will have attained 24 college
units or its'equivalent.
5. 'A Fireman will establish eligibility with
24 college units or its equivalent.
IV
ESTABLISHING Eligibility for compensation shall be established
ELIGIBILITY:
quarterly from January of each year. Proof of
eligibility will be the responsibility of a Fire
Department Education Committee of three (3), represen-
tative of top, middle and basic levels, this committee
being responsible for the initial approval of an accepted
study curriculum using the criteria Fire Science or an
associated one, recognizing those prerequisite courses
towards the attainment of an associate or bagcalaureate
degree from an accredited college. It shall be the
responsibility of this committee to forward the names
and supportive materials to establish education in-
centive pay to the personnel director for the +iltimate
approval. of a city manager.
Only employees who have been performing satisfactory
work, or above, for the previous year will be eligible
for educational compensation.
All applications must be accompanied with a grade ,
card or certified transcript showing the following:
• 1. A grade of 'C' or better, or a satisfactory
rating of completion.
2. Number of units or classroom hours. i
3. Mere the course was taken.

COMPENSATION: The following schedule will be used to determine
compensation for Fire Safety Training or college'
achievement from the base as established in Section III.

*College Unit equals fifteen (15) hours
Credit equals approximately twenty (20) hours.
In accordance with the City of Carlsbad Employee
Education Program and Council Policy Statement No. 3,
tuition, registration and text reimbursement will
continue to benefit Fire Department employees.

CONDITIONS: A. It will be recognized that an accumulation of
more than seven (7) units per semester would
interfere with the efficiency and/or health of
a qualifying employee.
B. Qualifying units or credits are not accumulated
within regular scheduled working hours unless
justified by a department education committee
• for the approval of the personnel director,
representing the city --manager.
C. A Fire Department Education Committee as specified
in section IV will submit for the approval of
the personnel director, representing the -city manager,
a set of standards pertaining to fire safety
seminars and a relative credit value as analyzed
by the California Fire Chiefs' Association.
