'Statement of the Matter
PLANNING
DEPARTMENT
',he Planning Department has had difficulty maintaining a full' staff
during 1972-73 because of recruiting difficulties at the Associate
level and turnover within the department. Consequently, work on the
General Plan has fallen behind. Salary savings in the amount of
$3,694 are available in the Planning Department salary account. The
Associate position is in the process of being filled, and it is pro-
jected the candidate will be working by May, 1973, at the latest. In
an effort to bring the work schedule for the General Plan up to date,
I ppopose to spend $2,590 of our salary savings to employ a temporary
employee (Research Analyst).for the last three months of Fiscal Y3ar
72-73. Any extension of the temporary position would be considered
by the City Council during deliberations of the 1973-74 budget.

Council Action
4-3-73 Authorization was given for the temporary employment of a Research
Analyst, to be effective April 4, 1973, in accordance with the
salary and funding recommended by the staff.

SUBJECT: DESIGNATION OF A POTENTIAL ASSISTANT PLANNER JOB DESCRIPTION
The planning process require; a comprehensive, extensive and current data
base and information system in order to adequately assess any proposed
project or planning program. In light of the current level of activity,
(General Plan Revision, E.I.S., Annexations, etc.) taking place within the
City of Carlsbad and within the City's designated planning area, it is
essential that the Planning Department possess the capabilities to create,
update and maintain such data base and information system. The normal
levy placed upon a Planning Departments' information resource are:
a. Land -Use,- inventory designating type land use by acreage,
density, age, use intensity, vacancy rates, etc.
b. Physical Characteristics, ie soils, slope, seismic activity
by type.
c. Circulation system by amount of land, size and function.
d. Population characteristics, age, sex, ethnic type, income level,
number persons per family, school age population, etc.
e. Annexation requirements.
f. School requirements.
g. Public Utility requirements.
The forementioned items are only representative of the diverse kinds of
considerations required of the Planning process.
This department currently has information which directs itself to land use,
_physical characteristics, circulation and population. However, the infor-
mation has not been maintained, collected, nor does the information base
have the capacity to grow without a concentrated effort by an individual
knowledgeable in data base systems.
Therefore, it is critical at this time in the City's development, an
individual be designated to be responsible primarily for this described
function.
