Statement of the Matter 5
The Committee seeks Council approval of the concept of a Community swimming complex designed and located as recommended in the report. In addition the Committee recommends that Council authorize the City Manager . and staff to investigate the forming of a joint powers agreement with the School District. The Committee is. interested .in serving as a consulting body, working with the staff and architect in the future.

If approved in pri-nci'ple, instruct the staff to-prepare a joint powers agree- ment for consideration of the School Board and City Council.

Dear Mr. and Mrs. Cook:
Thank you for your letter of July ti, 1973 relative to the swimming pool. At the last Council meeting I anpointed Councilmen Fraree and Lewis to confer with the School Board to work out the details of a Joint Pbwers Jcrree-
ment.
I personally am strongly In favor of an outside swimming pool for the City of Carlsbad. However, in no way cEtn I support a strimming pool complex at an estimated cost of
$75rt,i)Qg. This would amount to a $9QO,O!If'l cost when bond costs and legal fees are included. Sornethinq less than half of that amount I feel would be reasonahle, and I have so stated puhliclv.
