b Qn April 24, 1973 the Planning Commission heard the request for a change of
zone from R-1-10,000 to P-C (Planned Community) on Phase TI and 111, proper located south of Palomar Airport Road and East of Lowder Lane, and a requez for adoption of a Master Plan on above described property, on 79.4 acres of land. Approval was based on recommendations by Staff contained in staff rc of April 24, 1973.
Resolution No. 895 was adopted approving the change of zone from R-1-10,OOC P-Cy with recommendations as outlined in Staff Report.
Resolution No. 896 was adopted approving the Master Plan for Phase I1 and 1 above described project.
Environmental Impact Report No. 109 was discu'ssed and approved as presentec Staff.

The applicant, ANDRE\{ McREYNOLDS, is requesting approval of a zone ch from R-1-10,000 to P-C and ado2tion of a master plan showing a total 794 units on 79.4 acres of land, for a gross density of 10 d.l;./acre. This application is interrelated with the application for a Condition, Use Permit for a 186 space mobile home park (CUP #76-B) . The subject property is generally located south of Palomar Airport Road and east I Lowder Lane.
DESCRIPTION OF PROJECT:
The proposed Master Plan shows two phases (11 & 111) of residential (I development. Phase I is the aforementioned mobile hone park. Phase and I11 are divided by a minor drainage canyon that feeds into the La: Encinas Creek. Phase I1 proposes 364 units on 36.4 acres and Phase I proposes 430 units on 43 acres. A future 63 ft, residential cofiectoi shown connecting Phase I11 with Palomar Airport Road and Macario Road (extended). An alternate access is shown corning off Lowder Lane and 1 through Phase I11 before connecting with Macario Road. Access to Phaz
is proposed off Lowder Lane. If the P-C zone and master plan are appr the applicant would also have to get approvals for a specific plan anc tentative map prior to any development.
DESCRIPTION OF PROPERTY :
All three phases of the Master Plan constitute a site of approximatelj acres. The overall site is traversed by Las Encinas Creek and a mino:
tributary 1,vhich effectively divides the property into three physical
sub-sites. The Canyon de las Encinas flas Encinas Creek) drains an ov
zrea of 2341 acres (3.66 sq. miles). The calculated 0 (peak flow) for
53 year flood is over 2000 cubic feet per second through the applicant prcpt'rty.
