Permission to enroll as San Diego County/City NEIGHBORHOOD YOUTH CORPS
program participants is requested. No special federal government
manpower program monies were allocated for NYC. In•an effort to
continue the program for Summer 1973•San Diego County/City Public
Employment Program funds are earmarked for the employment of youth.
The City of Carlsbad will assume no salary, benefit, supportive service
or administrative service costs. Training costs, if any, would be
minimal. All,recruiting is processed at NYC,headquarters dn,San Diego
Because the corps•wili be able to provide a minimum of funds for
transportation, ideally youth recruited from a geographical area will
be placed in or as near that area as possible. We will have the
option of acceptance or.denial with•regard each applicant.

Parks and Recreation Department. "Enrollees will be permitted to work

SUBJECT: Summer Youth Program
As you are no doubt aware, for the past several summers the
County has participated in providing work experience for youth
through the Neighborhood Youth Corps (NYC). This year federal
funds are not available specifically for an NYC summer program.
However, the Department of Labor has made some funds available
from the PEP program, and the County and City have pooled PEP
and revenue sharing funds to provide for a summer youth program.
The joint program is called the San Diego Regional Summer Youth
Program and is designed to serve youth from all of San Diego
ouZ`—nty .
Although not funded by NYC, the SDRSYP will be patterned very
similar to NYC and will utilize NYC staff, facilities, and re-
porting forms. Enrollees wages, insurance, etc. will be paid
by SDRSYP. The enrollees are youths, both male and female,
from low income backgrounds.
If you have meaningful, useful work which can be filled by youth
workers (but not to displace regular County budgeted positions)
please fill out the enclosed enrollee request sheet (one for
each type or classification of work) and send it to this office,
Mail Station W94, Attention Ken Stahl, no later than May 22, 1973.
Job orders will be filled commencing June 18, 1973. Enrollees
will be permitted to work a maximun of 26 hours per week for
nine weeks for a maximun total of 234 hours. The program will
end about the 17th of August.
We welcome a wide number and variety of job orders. However,
we must have flexibility in matching the abilities and interests
of enrollees with available work requirements. Also, because
of the limited number of youth that will be able to be employed,
we will be emphasizing quality work sites, i.e., those offering
meaningful work, training and supervision, in our placement of
SDRSYP workers. In consequence, not all job orders will be
filled.

The Friends of the library have just purchased
V.T.R. (Video -Tape) equipment for the library. We would
like to train at least ten young adults to operate the
V.T.R. and assist with suirner programming for both
children and adults.
Rearrangement of the library to comply with
portions of the library master plan will also begin
July 1. Any assistance would be welcomed for this
project.
