Statement of the :flatter
Because of the expansion of thb department to two and eventually
three separate facilities, minimally manned, the present "consecutive
day" vacation system is a disruptive one. Study and survey of 20
other departments shows that the use of the shift basis better'
workable, -consequently more prevalent.
It is requested that Rule 9, Section 3 of Resolution No. 1727 be
amended"to reach:
1 through 5 full calendar years of continuous service--
6 shifts.
6 through 15 full calendar years of continuous service —
9 shifts: .
1 16 and over, full calendar years of continuous service

Staff Recommendations
In working a 63 hour week a change of the use of the "consecutive day"
,to the "shift" in the matter scheduling vacation time dovetails with
the threQ days on duty, one day off workweek schedule now necessary
in the -department.'
After discussion with employees concerned*staff,recommends the change
in the rules and regulations.

RESOLUTION NO. 3171
A RESOLUTION OF TFE CITY COUNCIL OF THE
CITY OF CARLSBAD <WMENDING RESOLUTION NO. 1727
AND CHANGING RULES AND REGULATIONS GOVERNING
VACATION SCHEDULING.
The City Council of the City of Carlsbad does hereby resolve
as follows:
WHEREAS, the City Council of the City of Carlsbad wishes to
revise rules and regulations governing the scale of vacation
accrual for unformed fire employees working shifts,
NOW, THEREFORE, be it resolved that Rule X, Section 3 of the
Personnel Rules and Regulations, Resolution No. 1127, is revised
by the use of the term "shift" to replace that of "consecutive days"
in the scale of vacation accrual.
PASSED, APPROVED, AND ADOPTED by the City Council of the
City of Carlsbad at a regular meeting held July 1791973 by the
following vote, to wit:
AYES: Councilmen Dunne, McComas, Lewis, Chase and Frazee.
NOES: Pione
