Two bids were received as follows: Contractor Alt. No. 1 (lighted courts) E G Engineers, Inc. L.R. Hubbard, Jr. $33,285.96 35,209.91 Alt. No. 2 (unlighted) $25,436.96 26,327,91 The revised engineer's estimate for this project is $36,435.05 for lighted courts and $28,485.05 for unlighted courts. The low bid by E&G Engineers, Inc. for Alternate No. 1 was 9% under the engineeer's estimate. The low bid by E & G Engineers, Inc. for Alternate No. 2 was 12% under the engineer's estimate. Funds in the amount of $28,179 are available in the park fund for this area. If Alternate No. 1 is awarded, additional funds in the amount of $5,107 will be required. These are available within capital improvement funds recommended for inclusion in the FY 73-74 Revenue Sharing Budget, (Page 125 indicates $15,000 for landscaping and $25,000 for tennis courts). The Parks and Recreation Director strongly recommends the award of alternate No. 1. Tennis court usage in Carlsbad is on the rise and it is anticipated -the courts will be utilized nearly 100% of the time dur ng the evening hours A use study of comparable courts in the local area is attached as Exhibit 2. At .the present time Carlsbad has no lighted tennis" -courts -and with the great growth in interest in this program in Carlsbad we can help to ' maintain the department's professional approach to.this activity.. After checking other lighted courts -in Escondido and Oceanside, I have found that their lighted courts are in .100% usage .from.Apri 1 to October and 80% usage from November through March. The time of operation being' 6:00 P:.M. to 10:00 P.M. - I'also recommend that -if the low bid exceeds the (Parks-inLieu-Funds) for the La.guna Riviera project, that the' difference be taken*from the capitai'improvemd'ht (General Funds) budget. Cavalier 4653 Park Drive Carlsbad, California July 3, 1973 City Council Carlsbad, California Dear Sirs: I an a property owner at the above address, and have lived and enjoyed Carlsbad for the past four years. It is my hope as an average tennis player that the Council will approve lighted tennis courts at the meeting tonight. The members of my family use the Carlsbad High School courts about three times each week. I was fortunate to grow up in the Los Angeles area near some public lighted tennis courts. I feel the lights are well worth the additional cost sand they would be an excellent investment for the youth of Carlsbad. Please give every consideration to approving the Lighted tennis courts. WHEREAS, bids have been received by the City of Carlsbad for tennis courts construction at Laguna Riviera City Park, Contract 1018; and WHEREAS, the low bids received for Alternate No. 1 (lighted courts) and Alternate No. 2 (unlighted courts)* Contract 1018 were those submitted by E & G Engineers, Inc. of Huntington Beach, California; and WHEREAS, funds in the amount of $28,835 are available in the park fund for this area. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. The bid of $33,285.96 by E & G Engineers, Inc. of Huntington Beach, California for Contract 1018, Alternate No. 1 for tennis courts construction at Laguna Riviera City Park is hereby accepted and the Mayor and City Clerk are hereby authorized to execute a contract therefor. 3. That an intra-fund transfer from the General Fund balance in the amount of $5,107 to -the Park Fund to be repaid in F.Y. 1973-74 when Park -in -Lieu funds beco,ne available for Park Area 74, is hereby authorized.
