WELSCH, JR., FOR LA COSTA GOLFCREST 3205 Moore Street San Diego, California REQUEST: That the Planning Commission recommend to the City Council, approval of a tentative map on Lot 57, La Costa South Tract, to allow the development of a one (1) lot condominium with a total of 12 dwelling units. The subject property, with approximately 0.44 gross acres, is generally located northerly of, and adjacent to Navarra Drive, approximately 60 ft. westerly of the intersection of Navarra Drive and Viejo Castilla Way. BACKGROUND; The subject tentative map is a portion of the La Costa Master development plan as adopted by the Planning Commission Resolution No. 808 dated July 25, 1972, by City Council Res-lution No. 2058 dated August 15, 1972 and Ordinance No. 9322 dated September 5, 1973. The existing zoning of the subject property is RD-M (residential density- multiple) which includes provision for development at the General Plan designated densities. The General Plan indicates a density of 43 dwelling units to the acre. The proposed development is to be at 27.2 units to the acre, and therefore, conforms to the General Plan commitment. ENVIRONMENTAL IMPACT CONSIDERATIONS: The Planning Director has determined that this development will not have a significant environmental impact, and therefore, no further environmental con- siderations are required to be made. STAFF RECOMMENDATION: That the Tentative Map as submitted BE APPROVED and that the Planning Commission recommend to the City Council that it be approved, subject to the following conditions: _1 _ 1. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all the requirements, limitations and restrictions of all municipal ordinance and State and Federal statutes now in force, or which hereafter, may be in force for the purpose of preserving the residential characteristics of adjacent properties. 2. Preparation of the Final Map and all construction procedures shall be in conformance with the subdivision ordinance. 3. Prior to consideration of the Final Map and Improvement Plans, a grading and plot plan of the tract with all proposed dwelling units located thereon, and showing appropriate setback dimensions, shall be submitted to the Planning Depart- ment for approval to insure that adequate area requirements can be met. 4. The C. C. & R's for this development shall be submitted to the Planning Director for review and approval prior to the issuance of any building permits. 5. Park-In-Lieu fees shall be granted to the City prior to recording the Final Map. Parks and Recreation Department shall make the determination as to which lands will be accepted as dedication. 6. The Developer shall work with the San• Dieguito Union School District and the Encinitas School District to develop a mutual agreement regarding the impact on schools due to the proposed development. 7. All utilities, including provisions for cable T.V. shall be placed under- ground and/or shall be completely concealed from view. JUSTIFICATION IS BASED UPON: 1. Conformance of the proposed development to the regulations and general purposes of Title 21 of the Carlsbad Municipal Code. 2. Agatep Director of Planning City of Carlsbad 1200 Elm Avenue Carlsbad, California 92008 Dear Mr. Agatep: I have been asked to comment on the following maps - CT 73-25^ CT 73-19, SP-119 ..- CT 73-20 relative to the impact that the proposed developments may have on the San Dieguito Union High School District. As has been explained by this office before, school facilities of the San Dieguito High School District are operating on an extended day basis with double sessions being a distinct possibility sometime during the next school year. The district is currently building a second high school, however, current information would indicate that the present rate of building in the district will make even these facilities overcrowded as early as the fall of 1975. At present there is no high school site in the portion of the San Dieguito Union High School District that is located within the boundaries of the city limits of Carlsbad. A study is currently underway to determine the number and location of additional sites to accommodate the anticipated influx of new students from housing developments • currently under construction or proposed. The absence of sites or written agreements by which to acquire them in the Carlsbad area compels us to oppose any additional dwelling units within that area of our district that is within the city limits of Carlsbad. I would like to have the opportunity to present additional information to the city of Carlsbad should this matter come before them for their consideration.
