" Statement of the Matter
At the regular meeting of the Planning Commission held on June 12, T973 a request
was presented for a Tentative Map (CT 73-25) to permit development of a one 0)
- lot condominium with a total of 12 dwelling units, on property consisting of approx.
0.44 acres, generally located northerly of and adjacent to Navarra Drive, approx.
60 ft. westerly of the intersection of Navarra Drive and Viejo Castilla Way.
•Resolution No. 914 was adopted approving subject request with conditions 1 thru 7
as shown on attached Resolution.

REQUEST: That the Planning Commission recommend to the City Council, approval
of a tentative map on Lot 57, La Costa South Tract, to allow the development of
a one (1) lot condominium with a total of 12 dwelling units. The subject
property, with approximately 0.44 gross acres, is generally located northerly of,
and adjacent to Navarra Drive, approximately 60 ft. westerly of the intersection
of Navarra Drive and Viejo Castilla Way.
BACKGROUND; The subject tentative map is a portion of the La Costa Master
development plan as adopted by the Planning Commission Resolution No. 808 dated
July 25, 1972, by City Council Res-lution No. 2058 dated August 15, 1972 and
Ordinance No. 9322 dated September 5, 1973.
The existing zoning of the subject property is RD-M (residential density-
multiple) which includes provision for development at the General Plan designated
densities. The General Plan indicates a density of 43 dwelling units to the acre.
The proposed development is to be at 27.2 units to the acre, and therefore, conforms
to the General Plan commitment.
ENVIRONMENTAL IMPACT CONSIDERATIONS:
The Planning Director has determined that this development will not have a
significant environmental impact, and therefore, no further environmental con-
siderations are required to be made.
STAFF RECOMMENDATION: That the Tentative Map as submitted BE APPROVED and that
the Planning Commission recommend to the City Council that it be approved, subject
to the following conditions:

1. The development of the property described herein shall be subject to the
restrictions and limitations set forth herein which are in addition to all the
requirements, limitations and restrictions of all municipal ordinance and State
and Federal statutes now in force, or which hereafter, may be in force for the
purpose of preserving the residential characteristics of adjacent properties.
2. Preparation of the Final Map and all construction procedures shall be in
conformance with the subdivision ordinance.
3. Prior to consideration of the Final Map and Improvement Plans, a grading
and plot plan of the tract with all proposed dwelling units located thereon, and
showing appropriate setback dimensions, shall be submitted to the Planning Depart-
ment for approval to insure that adequate area requirements can be met.
4. The C. C. & R's for this development shall be submitted to the Planning
Director for review and approval prior to the issuance of any building permits.
5. Park-In-Lieu fees shall be granted to the City prior to recording the Final
Map. Parks and Recreation Department shall make the determination as to which
lands will be accepted as dedication.
6. The Developer shall work with the San• Dieguito Union School District and the
Encinitas School District to develop a mutual agreement regarding the impact on
schools due to the proposed development.
7. All utilities, including provisions for cable T.V. shall be placed under-
ground and/or shall be completely concealed from view.
JUSTIFICATION IS BASED UPON:
1. Conformance of the proposed development to the regulations and general
purposes of Title 21 of the Carlsbad Municipal Code.
2. Conformance of the Tentative Map to the regulations of the State of California
Subdivision Map Act, as amended.

Dear Mr. Agatep:
I have been asked to comment on the following maps - CT 73-25^ CT 73-19, SP-119 ..-
CT 73-20 relative to the impact that the proposed developments may have on the San
Dieguito Union High School District. As has been explained by this office before,
school facilities of the San Dieguito High School District are operating on an
extended day basis with double sessions being a distinct possibility sometime during
the next school year. The district is currently building a second high school,
however, current information would indicate that the present rate of building in
the district will make even these facilities overcrowded as early as the fall of 1975.
At present there is no high school site in the portion of the San Dieguito Union High
School District that is located within the boundaries of the city limits of Carlsbad.
A study is currently underway to determine the number and location of additional sites
to accommodate the anticipated influx of new students from housing developments •
currently under construction or proposed. The absence of sites or written agreements
by which to acquire them in the Carlsbad area compels us to oppose any additional
dwelling units within that area of our district that is within the city limits of
Carlsbad.
I would like to have the opportunity to present additional information to the city of
Carlsbad should this matter come before them for their consideration. Pigggg
as to hearing dates by mailing copies of the Planning Commission and City Council
agendas to this office for perusal.

CITY OF CARLSBAD, CALIFORNIA, SETTING FORTH ITS
FINDINGS AND RECOMMENDING TO THE CITY COUNCIL,
APPROVAL OF A TENTATIVE MAP (CT 73-25) TO PERMIT
THE DEVELOPMENT OF A ONE (1) LOT CONDOMINIUM WITH
A TOTAL OF 12 DWELLING UNITS, ON PROPERTY GENERALLY
LOCATED NORTHERLY OF AND ADJACENT TO NAVARRA DRIVE,
APPROXIMATELY 60 FT, WESTERLY OF THE INTERSECTION OF
NAVARRA DRIVE AND VIEJO CASTILLA WAY, TO BE KNOWN
AS LA COSTA GOLFCREST.
WHEREAS, the Planning Commission of the City of Carlsbad did receive
a verified application from H. A. WELSCH, JR. requesting approval of a
Tentative Subdivision Map (CT 73-25) to allow the development of a one (1)
lot condominium with a total of 12 dwelling units, on property generally
located northerly of and adjacent to Navarra Drive, approximately 60 ft.
westerly of the intersection of Navarra Drive and Viejo Castilla Way, more
particularly described as:
Lot 57, La Costa South, Map No. 6117,
Carlsbad, California.
WHEREAS, said application has complied with the requirements of
the "City of Carlsbad Environmental Protection Ordinance of 1972" and has
been declared to have a non-significant impact on the environment, and;
WHEREAS, the Planning Commission did find that the subject Tentative
Map does substantially comply with the City of Carlsbad Subdivision Regulations
and the State of California Subdivision Map Act; and,
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of Carlsbad, that it does hereby recommend approval to the City Council
of the City of Carlsbad of the herein described Tentative Map CT 73-25,
subject to the fulfillment of the following conditions:
1. The development of the property described herein shall be subject
to the restrictions and limitations set forth herein which are in
addition to all the requirements, limitations and restrictions of all
municipal ordinances and State and Federal statutes now in force, or
which, hereafter, may be in force for the purpose of preserving the

TENTATIVE MAP (CT 73-25) PERMITTING THE

WHEREAS, on the 12th day of June, 1973, the Carlsbad
City Planning Commission adopted Resolution No. 314, recommending
to the City Council that Tentative Map (CT 73-25) be
conditionally approved; and
WHEREAS, the City Council of the City of Carlsbad, on
the 3rd day of July , 1973, considered the recommendation
of the Planning Commission; and
WHEREAS, said Tentative Map has complied with the require-
ments of the "City of Carlsbad Environmental Protection
Ordinance of 1972" and has been declared to have a non-
significant impact on the environment;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad as follows:
A. That the above recitations are true and correct.
B. That Tentative Map (CT 73-25) is hereby approved,
subject to the execution and/or fulfillment of the following
conditions:
1. The development of the property described
herein shall be subject to the restrictions
and limitations set forth herein which are in
addition to all the requirements, limitations
and restrictions of all municipal ordinances
and State and Federal statutes now in force,
or which, hereafter, may be in force for the
