Statement of the Matter
Since the City Council has failed to take action on the preliminary
budget for fiscal year 1973-74, it is necessary that the City have
some operating document for this 1973-74 fiscal year.

City Manager's Recommendation
In order that the City may continue its operations during the
early part of the fiscal year, it is incumbent on the City
Council to approve some method of approved expenditures. The
Council has suggested adopting the prior year's budget and a
resolution is attached that would accomplish this purpose. This
action is not recommended however; the recommended action being
adoption of the preliminary 1973-74 budget with restrictions on
employment of additional personnel or acquisition of major
equipment until such time as the Council adopts a proposed
budget for 1973-74.
Council Action
7-3-73 Resolution #3166 was adopted, adopting the preliminary operating
budget for fiscal year 1973-74, and establishing controls on
appropriations for new employees, except for currently employed
PEP employees, and Capital Outlay items, excepting Library Books

RESOLUTION NO. 3166
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE PRELIMINARY OPERATING BUDGET FOR
CONTROLS ON APPROPRIATIONS FOR NEW
EMPLOYEES EXCEPT FOR CURRENTLY EMPLOYED P.E.P. EMPLOYEES, AND CAPITAL OUTLAY
ITEMS, EXCEPT LIBRARY BOOKS.
FISCAL YEAR 1973-74 AND ESTABLISHING
WHEREAS, it is necessary that the City of Carlsbad have
a fiscal plan of operations for the year 1973-74; and
WHEREAS, the City Council has not yet adopted a final
budget for the fiscal year 1973-74;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, as follows:
I 1. That the above recitations are true and correct.
2. That the preliminary budget for fiscal year 1973-74
is adopted as the interim budget and the amount designated
Department Total for each department and each fund in said
budget is hereby appropriated to said department or fund subject
to the controls herein.
3. That appropriations for each new employee, except
for currently employed P.E.P. employees, and each capital
outlay item, except library books, included in the said budget
shall not be effective unless expressly authorized by the
City Counci 1.
4. That approval is hereby granted for compensating
city employees as specified in Resolution No. 3153 as it may
be subsequently amended by the City Council.
5. That upon the enactment of a resolution adopting
the proposed final operating budget for fiscal year 1973-74,
this resolution shall be null and void and of no further force
and effect.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
