Lilley Interim City Managr Statement of the Matter . 1 The City Council approved the am$unt of $8,000 in the FY 73-74 Budget under Capital Improvements for the purpose of contracting for a space analysis of City Hall. The purpose of this Agenda Bill is to obtain specific guidance from Council as to the scope and depth of the study. In considering scope, the study could consider and make recommendatior in the Short Range, 0-5 years; Middle Range, 5-10 years and Long Rang( 10-20 years. If the three ranges are addressed in the study, consider- ation regarding integration of the space analysis recommendations in the General P1 an, Capital P1 anning Program and Capital Planning Budget should be made, Depth of the study could include future implementatyon of ce.ntra1 filing systems, microfilm filing systems, communication centers, com- puter based management information systems and other applications of modern -office machines. Therefore, the basic question is, how far into the future does the Council desire to look in a space analysis? \ ._ Staff Recommendations . e -3 Date: August 15, 1973 * AB No. 11 i City Manager’s Recommendation . The matter of a space study, 1 believe, started when Jack Arnold was City Manager and I am advised that the City Council agreed with the philosophy of a space study and monies were budgeted for same. Steps should be taken to contract with a consulting firm to commence this space study and I am assuming the City Council is in accord, inasmuch as the Council approved funds for same in the 1973-74 budget. The scope of the study is recommended for space needs for a short rang middle range, and long range period and the results can very well be incorporated in the General Plan, Capital Planning Program, and Capital Planning Budget. As to the depth,the City Manager feels that the consultants could be asked to consider computer based information system in their study as a computer will be.needed in the near future and should definitely be a consideration when space needs are being analyzed. I recomm’end that authorization be granted to call for proposals for a space study, Counci 1 Action 8-21-73 Council agreed to defer action on space analysis at this time. However, authorization was given the City Manager. to modify his office space to accommodate his secretary. Planning was authorized to utilize the Councilmanic office on a temporary basis. 1 - 7-
