With the anticipated growth of the City during this fiscal year and the following fiscal year, and the administrative and operating cost that will be influenced by such growth, ' it becomes imperative to keep the City in a sound financial condition. The recommended tax rate, therefore, will be in amounts to finance the operation of the City departments during the fiscal year and to retain a favorable financial condition so there can be a favorable carry over into the following fiscal year. .
