Statement of the Matter
The Public Works Director recommends that the existing policy for
"temporary road closures" be modified to include an appJ.ication
form to be filled out by the party requesting the road closure.
The application must then be approved by the Public Works Director.
The Police Department and the Fire Department will ~e contacted for
their approval, as provisions must be made for emergency vehicles.

Temporary Road Clo~
An application for a temporary road closure due to construction (convenien,
of a contractor), parades or any special public event shall be submitted
to the Public Works Director not less than l.O days before the proposed
closure is to take place. The Public Works Director shall. review the
appl.ication and -approve or disapprove the temporary road closure so that
public interest, convenience, and safety will be the paramount considera-
tions. Reasons for closure must be statec1 on the application form. When
construction is involved, a contractor must state reasons why it would
be impossible or impractical for him to proceed without closin~ the road,
and include his agreement to place and adequately maintain all necessary
barricades and warning signs and lights for the designated detour.

this proposed plan.would allow fo:r the application to be
• pr9cessed,quickly. Tne Acting·Public Works D~rac~or advises
that all requests are investigated before·permiss~on is given
and after such approva~, permits will be issuea if the request
is justified,· This procedure involves rou~ine requests.· If·
a ~equest is received that would ~equire the closing of a
ma,tor street. it certain.ly would be• brought to. the City Council
level for their approval. In any event, any-denial of an· •
application can be oroughb to 'the att.ention of the City couficil
as an.appeal by the applicant. •

TEMPORARY ROAD CLOSURES
l. Public Events.
A written request shall be submitted by the applicant to
the Public l'lorks Department for review and recommendation
to the Traffic Safety Commission and to the City Councili
Department'and Commission recommendation for approval by
the City Council shall be made provided that closure does
uot seriously disrupt through traffic, adequat:.-:= signing

for detours is provided and the duration is within a
reasonable time limit, not generally to exceed.a hours.
·2. For Convenience of a Contractor.
A written req~est shall be submitted to the City Engineer
by the contractor doing work within a ro·aa traveled way,
stating reasons.why it would be impossible o~ impractical
£or him to proceed without ·closing the road, the length of
time of such proposed closure and his agreement to place
and adequately maintain all necessary barricades and warninv
signs and lights for ~he designated detour~
The CitY. Engineer shall review and approve or ~isapprove
,of such a request or· modify the same so that public interest,
conveni~nce and safety will be the paramount consideration.
