ADOPTING SALARY SCHEDULE FOR FY 1973-74 Personnel Director
Statement of the Matter
The City Library administrator, supported by the Carlsbad Library
Board of Trustees, requests the addition of the classification--
LIBRAP.Y ADMINISTRATIVE ASSISTANT, Salary Range 28, $723-878--
to its department classification list.
An attached description is patterned after one existing within
the City Library of the City of Oceanside and accurately
describes the duties performed by a present employee in the
City Library in Carlsbad.

Staff Recommendations
Exhibits illustrate and support the request and the personnel
officer's investigation causes him to concur for implementation.
An intra-City promotional examination announcement will
accomodate those employees wishing to make application for the
position., in accordance with the personnel ordinance.
With the addition of the position, LIBRARY ADMINISTRATIVE ASSISTANT,
the existing SENIOR CLERK STENOGRAPHER position will be deleted
from the Library Department table of organization of personnel.

City Manager's Recommendation
The Library has presently a position of Sr. Clerk Steno which
is filled, however, the City Librarian has requested that in
its place the position of Library Administrative Assistant
be created. If the position of Library Administrative Assistant
Is created as requested, it will result in the voiding of the
present position of Senior Clerk Steno. To carry "this matter
further, if the new position of Library Administrative Assistant
is created, it will be necessary to conduct an examination k;nd
the person that is presently filling the Sr. Clerk Steno position
will be'eligible to participate in the examination. I do wish to
point out that if this person does not successfully pass the
examination, there will be no opportunity to go back into the
current position. It is my understanO ng that once the yearly
budget is adopted, that if a new position is to be created, even
though it replaces a current one, that the City Council must
approve the new position.
It is recommended that if the request of the Library to create
the position of Library Administrative Assistant is approved, that
it be subject to an examination being held and that the position of
Senior Clerk Steno be abolished. It is further pointed out that
when we speak of abolishing the position of Senior Clerk Steno we
cou�c11°%lcytionferring to the position now in the Library and abolishing
this position will have no effect on like
positions in other City departments.
9-18-73 Resolution #3221 was adopted, amending Exhibit "B" of City
Council Resolution #3153 adopting the Salary Plan for FY 1973-74,
by addint the position of Library Administrative Assistant.

Dear Mr. Baldwin:
I would like to once again go on record as requesting
a reclassification for the position known as Senior
Clerk Steno, to that of Library Administrative Assistant.
The responsibilities connected with the position have
increased to the point that it is necessary to request
a reclassification of this position. The Senior Clerk
Steno is now performing duties of Library Administrative
Assistant. With the change of classification, the
salary range should be adjusted from a 15 to a 28A.
Attached is a job description fot- Library Administrative
Assistant, which gives a brief outline of duties; it
would be impossible to list all functions performed under
this job title. We are also enclosing, for your records,
a copy of the comparable position used by the City of
Oceanside.

The Library Board of Trustees has unanimously gone
on record as requesting the change of classif;cation
for Mrs. Hoder to that of Library Administrative
Assistant and requests that the Personnel Director
present this request to the City Council for approval.
The Board requests that Firs. Hoder's salary range
be changed from 15 to 28 with this reclassification.

May I assure you that this letter has not been forgotten but only
that I have been extres.cly busy with budget and assisting an interim:

range V146 with the advert of the proposed increases in process by
the City ,sanager and City council. Further, it is proposed that the
department heads ba placed. in an executive plan, ranging from their
existing pay to approximately $200.00 a month higher. This matter
would tiler. Le left in the hands of the City Manager to place the
effected department head in the salary which h,.s felt was proper.
I aico have n me-morandum written by the City Librarian to interim
City Manager .Lilley, stating, "The Library hoard of Trustees are
expressing concern that no apparent action has been taken regarding
the two requests for reclassification of positions which were requested
over tiro months ago, and requested that you be made aware of the situ-
ation." This, tnen, is the ratter of reclassification of a clerk -steno
to a library adi,inistrativa assistant.
During the preslii:iinary bsuir,•et time the then City kianager, Mr. Arnold,
did not provide funds and, in fact, disapproved making this change
from clerk -steno to library administrative assistant. Although the
title was left in the preliminary budget the funds approved were for
that of a clerk -:steno. Consequently I was told to make a desk audit
gher range level.

sometime in mid -July, in a conversation with the City Librarian, I
discussed this with her and suggested that it was a matter of timing
and thought that ahe understood ghat it. would be additional time
before the audit was rade. iiowever, Iran concerned that the Board
of Trustees and the City Librarian did hake this request without any
substantiation of the requested position. By that I riean, the duties
of the proposed library administrative assistant, the number of hours
devoted to the position and some facts with which I.could properly
make a desk. audit.
In my own office., I have a secretary who assists me with personnel
vaitters and those of my job as assistant to eta City Manager. Also,
the administrative assistant --purchasing agent has a single.girl office.
via are very much aware of the pressures of operating short-handed and
being required to do a multitude of duties. if such is'the case with
the employee in question, please give me this information in as Much
detail as possible and I will make an evaluation. If it seems that
she is indeed wrongly classifiod•I most Assuredly wish to assist in
the matter.
I are sorry that it seems to have been an exceedingly long time. I
assure you that upon receipt of the information requested I will
pursue the matter with diligence.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING EXHIBIT "B"
OF CITY COUNCIL RESOLUTION 1-10. 3153 ADOPTING
SALARY PLAN FOR THE CITY FOR 1973-74.�
The City Council of the City of Carlsbad does hereby
resolve as follows:
That the salary plan adopted by Exhibit "B" of
City Council Resolution No. 3153 is hereby amended by the
addition of the job classification, LIBRARY ADMINISTRATIVE
ASSISTANT, Salary Range 28, as set forth on Exhibit "A" attached
and incorporated herein.
PASSED, APPROVED AND ADOPTED at a meeting of the City
Council of the City of Carlsbad, California, held September IA
1973, by the following vote, to wit:
AYES: Councilmen Dunne, Lewis and Chase
NOES: None
ABSENT: Councilmen McComas and Frazee.
