Sealed bids for the project were received and opened on September 18, 1973.
The results were:
1. Perry Electric $27,444.00
2. Arrow Electric 27,841.00
3. Smith Electric 29,139.00
The low bid is 19.3% above the consulting engineer's estimate of $23,000.00.
The total estimated cost of the project is:
Design engineering $1,900.00 (Herman Kimmel & Assoc.)
Contract 27,444.00
Construction engineering 500.00
City coordination 1,000.00
Contingencies . 1,000.00
$31,844.00
Funding will be as follows: $30,000 from Revenue Sharing Account #1-28.
At its August 8, 1973 meeting, the City Council adopted Resolution No. 3194 approving plans and specifications and authorizing the City Clerk to advertise for bids.

City Manager's Recommendation .-
Bids were called .for by the Public Works DIepartment for these
traffic signals. the cost at $23,000.00 and the low bid was $27,444.00 which was 19.03% above the -engineer's estimate. *The Public Works Department recommends that these bids be reviewed inasmuch as they are 19.3% over the consulting engineer's estimate of $23,OOO.OO. It is the feeling that the timing on this call'f'or bids was not good-and a more favorable bid can be received 9n.the near future. It is our information that many agencies-are calling for bids.

SEALED BIDS will be received at the Office of the City Clerk,
City Hall, 1200 Elm Avenue, Carlsbad, California, until 1O:OO A.M.
on the 18th day of September, 1973 , at which time they will be
opened and read, for performing the work as follows:
Traffic Signal Installation - Pi0 Pic0 and Tamarack
Contract No. 1015
No bid will be received unless it is made on a proposal form
furnished by the Engineering Department. Each bid must be
accompanied by cash, certified check or bidder's bond made pay-
able to the City of Carlsbad, for an amount equal to at least 10 per cent of the amount bid.
The documents included within the sealed bids which require com- pletion and execution are the following:
1. Page 3 - Proposal 2. Page 6 - Designation of Subcontractors 3. Page 7 - Contractor's Financial Status 4. Page 8 - Bidder's Bond
The documents shall be affixed with the appropriate signatures and titles of the persons signing on behalf of the bidder. For corporations, the signatures of the President or Vice-president
and Secretary or Assistant Secretary are required and the Corporate Seal shall be affixed to all documents requiring signatures, In the case of a partnership, the signature of at least one general partner is required.
All bids are to be compared on the basis of the Engineer's estimate.
The estimated quantities are approximate only, being given solely
as a basis for the comparison of bids.
No bid will be accepted from a contractor who has not been licensed in accordance with the provisions of Chapter 9, Division I11 of Business and Professions' Code. The contractor shall state his license number and classification in the proposal.
Plans, Special Provisions and Contract Documents may be obtained
at the Engi neeri ng Department , Ci ty Hal 1 , Carl sbad , Cal i fornia ,
at no cost to licensed contractors. A nonrefundable charge of
none will be required for each set of plans, special provisions
and contract documents for other than licensed contractors. It is requested that the plans and special provisions be returned within 2 weeks after the bid opening.
The City of Carlsbad reserves the right to reject any or all bids
and to waive any informality in such bids.
In accordance with the provisions of Section 1770 of the Labor Code, the City Council of the City of Carlsbad has ascertained the general prevailing rate of per diem wages in the locality in which the
work is to be performed for each craft or type of workman or
mechanic needed to execute the contract and has set forth these
items in Resolution No. 1723.
