Statement of the Matter The Planning Commission did by unanimous vote in meeting of September 11, 1973 vote to rename BUENA VISTA LAGOON to include the sub-title LT. .MAXTON-BROWN^BIRD SANCTUARY in conformance with a resolution passed by the Joseph G. McComb Post #146 of the AMERICAN LEGION, Department of California. Exhibit American Legion, Post #146 Resolution. October 12, 1973 City Manager's Recommendation (See Staff Recommendation) Council Action 10-18-73 A motion was made that the Council concurs in the recommendation of the Planning Commission to support the fnclusion of the sub-title of Lt. Maxton Brown Bird Sanctuary to the Buena Vista Lagoon and the City Manager was instructed to write a letter to the American Legion, Post 146, stating the Council supports their effort. -2- September 25, 1973 MEMORANDUM TO: HONORABLE MAYOR AND CITY COUNCILMEN FROM: PLANNING COMMISSION SUBJECT: Planning Commission Action on American Legion Resolution to re-name Buena Vista Lagoon At a regularly scheduled Planning Commission Meeting September 11, 1973, the Commission did, by 7-0 vote, recommend by Minute Motion that the City Council take positive action to re-name Buena Vista Lagoon to Lt. Maxton Brown. We attach the Resolution received from the American Legion. Respectfully submitted, DONALD A. AGATEP7 Planning Director AMERICAN LEGION DEPARTMENT OF CALIFORNIA THIS FORM MUST BE FILLED OUT IN TRIPLICATE Resolution Subject- (DO NOT FILL IN ABOVE THIS LINE) RESOLUTION WHEREAS: A young man named Maxton Brown catalogued all the birds in Buena Vista Lagoon prior to WW2 WHEREAS: This same young man was one of the first pilots to be shot 'down ( as Lt."Maxton Brown USAF) in WW2 WHEREAS: The people originating the Euena Vista Lagoon as a Bird Sanctuary named it after Lt. Maxton Brown. WHEREAS: The Buena Vista Lagoon is now dedicated as a bird Sanctuary with a Warden, from State Fish and Game. Npw therefore be it resolved: That Jos G.McComb Post # 146 request that the Buena Vista Lagoon also carry the name of Lt. Maxton Brown Bird Sanctujtry as originally intended. And be it fdrther resolved: That copies of this resolution be sent to: Oceanside Planning Dept.; City Councils of Oceanside & Carlsbad; Board of Supervisors for San Diego County, and their Planning dept. State Division of Fish & Game; 22d District, so that the name- "Lt. Maxton Brown" can be incorporated with Buena Vista Laggon on all maps, charts, Brochures, etc.printed in ths fu&lture.
