Statement of the Natter
As requested by the City Council, an effort has been made to determine
if a longevity pay plan should be reinstituted as a motivational induce-
ment benefit fo:- all employees.
Too, it is necessary to determine if in fact an education incentive
pay plan fairly substitutes for longevity incentive pay.
During the past decade and prior to modern EEO mandate the trend has
been toward motivational inducement pay for a combination of time and
training rather than for time alone. Thus we see the onset of longevity
pay being delayed until the 15th or 20th year of service. It is not
inconceivable that the changing of standards for employment will
bring a change in the standards relating to personnel motivational needs,
and that the trend toward the use of both benefits,, the one because
an acedemicallytrained employee can apply constantly changing methods
and theory while the other because of time on the job will require -less

My thinking ht this point would be to support the longevity pay but
not before the 10 or 15 years of service mark.

Under staff recommendations I have stated that we will report
requested statistics and trends at a later date as we are
surveying many cities and are also obtaining a r,:port from
the California League of Cities on longevity.

SUBJECT: LONGEVITY PAY
Letters have gone to League of California Cities and the
International Personnel Management Association asking for
statistics and/or trends regarding longevity plan pay.
Out of 27 Orange County cities two have a longevity pay
plan, one of which (Laguna Beach) appears to be rather an
inducement to increase retirement benefits with added service
years.
a. Costa Diesa 5Y/$10 - l0Y/$20
b. Laguna Beach 20Y/5% - 25Y/10%
Out of 14 San Diego County cities three have longevity
pay plans, again one of which (Coronado) pays nothing until
the 20-year service level. Only National City of the five
with and 36 without for a total of 41 cities polled seems ;
to have the longevity-incen+-ive plan.
