A IJ I A THE Agenda Bill Date: November 7, 1977 keferred To: Subject: Submi t ted By : One Acre Park Area at Auto Center * City Manager 'I* Lt Statement of the Matter A Memorandum of Agreement between the City of Carlsbad and the Tri-City Auto Dealers Association, dated November 21, 1972 reads in paragraph 9a as follows: Landscaphg of Park and Landscape Easement Area "At some time in'the future, the City will landscape the one acre park area in keeping with the overall landscape architectural plan of the Center. The timing-of such improvements is within the discretion of the City.'' The Tri-City Auto Dealers Association has contacted the City and indicated that they would like to go ahead with the project. Mr. John Mamaux has also contacted the City Manager requesting information as to ' when this project will get underway. A meeting was held on this subject matter attended by Ed Johnson, Don Agatep, Frank Lilley, representing the City, and the Tri-City Auto Dealers Association President, Jim Finney. Accompanying Mr. Finney was Mr. Wrisley, a landscape expert, who has done much of the landscaping at the Auto Center. It is their preference to use Mr. Wrisley in the design of the park. It was concluded at the end of the meeting that Mr. Wrisley would sketch out a schematic drawing of the landscaping of the proposed park and forward it to Ed Johnson for his study. There are several points which I: wish to make; one being that monies are not budgeted for such a project and two, there has been no determination as to whether the land will be deeded to the City for park purposes or whether it will be leased to the City. Also, it is pointed out that in the matter of the park, the auto dealers propose a large sign advertising the Auto Center. It is the further feeling of the staff that before proceeding any further Council that the City is on record as agreeing to participate in the development of this one acre park in accordance with the Memoranaum of Agreement and direction should be given to the staff by the Council if it is the Council's desire that work continue.on planning of the park. Mr. Finney indicated that the landscape expert, Mr. Wrisley, would make a preliminary drawing of the park site for approximately $200.00 and believed that this cost should be paid by the City. This money-is not budgeted but if the City Council looks with favor on appropriating $200.00 this could be accomplished by approving a "Request for Transfer of Appropriation& The park is not intended as an activity park but as a green belt section of the Auto Center where people could sit on bsndnes or walk through. BE IT RESOLVED by the City Council of the City of Carlsbad as follows: (1) That the expenditure of Two Hundred Dollars ($200.00) from Park Area Fund #7 for preliminary landscape and irrigation plans for the Auto Center Park is hereby authorized and approved. (2) That Department of Finance Fund Transfer #6, in a form on file in said Department and incorporated by referenc herein, is approved. PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council on the 7th day of November . 1973, by the following vote, to wit: AYES: Cmn. Dunne, McComas, Lewis, Chase and Frazee. NOES: None.
