' Statement of the Matter
Computation of park fees for La Costa Fairview CT 73-19 was
based on assessed land value when first computed in July.
A later computation, made after appraisal by Richard A. Fuller,
M.A.I.., resulted in a lesser figure than was originally computed
for the property. The original computed ffgure has already been
paid ($18,436.99) • Acceptance of the new computation, based on
new appraisal, wo'uld result in a refund of $12,600.82.

City Manager's Recommendation
The City ordinance provides for an applicant to
retain a private appraiser to determine value of
land if he disagrees with the figure used by the
County appraiser.
In this case, prior approval of the appraiser as
required by the ordinance was not given, but the
staff has had an opportunity to review the appraisal
and feels that it is in order.
Steps have been taken at the administrative level
to assure that in future cases prior approval of^the
appraiser will be given by the City before appraisals
are made.
I recommend that the refund be granted.
Council Action
11-21-73 The Council accepted the new computation based on the appraiser's
investigation and analysis and authorization was given for a
refund to the developer of $12,600.82.

On July 23, 1973, park fees for CT 73-19 (La Costa Fairview) were
computed by the standard method using the assessed land value. By
this method, the square foot market value of land was figured to
equal $8.34 per square foot (See attached Exhibit "A").
The subdivider, William Canning, objected to this evaluation, and
as provided for with the Ordinance, obtained an appraisal of his
property by a qualified real estate appraiser (see attached
Exhibit "B").
The figure provided by the appraiser was then used to re-evaluate
the park fees (see attached Exhibit "C") and the applicant requests
that the City Council accept this revised figure. Since the ori-
ginal full amount :has already been paid, a refund of $12,600.82 will
have to be made if the Council accepts this revised figure.

Dear Mr, Canning: •
In accordance with your verbal request of October 15, 1973, I have made an
examination of the subject property for the purpose of estimating its fair market
value as of October 16, 1973.
As a result of this investigation and analysis of matters pertinent to the
property's value, it is my opinion that the fair market value of the subject property,
as a finished site, exclusive of structural improvements, as of said date, was
$76,000.
FAIR MARKET VALUE.. . , .... $76,000
The value assumes the subject site was finished with all street improvements
completed, utilities to the site, and all rough grading completed. The valuation
of onsite or structural improvements has been omitted from this analysis.
Your attention is invited to the accompanying appraisal report where is set
out a summary of descriptions, factual data, computations, photographs, and
discussions from which, in part, the value conclusion was derived.
