This philosopriy has been reviewed by the Council previously, 'as presented by Plr. Lilley.

Ci t'y Manager's Recommendation
This matter has been discussed with the Council on several occasions. The purpose af the plan is to create more flexibility in dealing with department heads. It will allow the Manager to set salaries of individual department heads based on his evaluation of their current effort and contribution.
' I have discussed this plan'carefully with Mr. Lilley and would recommend that it be implemented.
If the Council concurrs, the matter should be referred to staff for preparation of the appropriate salary ordinance.
