estab-lished in 1973, the City may borrow twice its 1973 allocation
($40,390) which, when added to its 1975 allocation would provide sufficient funds to do this project in 1975. Otherwise, the pro.ject
would be delayed until 1976, since the City may no longer borrow on future allocations due to the amount of its annual allocation (greater
than $50,000).
If the Council wishes to have this project performed in 1975, the
district must be formed prior to December 31, 1973.

Staff Recommendations to City Manager ,~-, -
Do not establish Underground‘Utility District No. 4 at this time for
the following reasons:
1) Borrowing of funds will be required, delaying Underground District
No. 5 until 1979, and
2) The capital improvements program for streets could change priorities in order to incorporate undergrounding of utilities with a street improvement project.
