GENERAL INFORMATION: A. Background: On August 28, 1973 the Planning Commission acceDted Final EIf? No. 188 and approved a preannexational chanqe of zone (ZC-125) E-1-A (County) to P-C (Planned Community) for the subject property. Mast Plan No. 132 was denied at that time because the proposed density of 7 d. (gross) would require a General Plan Prnendment. The applicant appealed t decision to the City Council. At that time the mplicant agreed to limit density to 7 dwelling units per net acre, which would not necessitate a E Plan Amendment. The City Council referred the matter back to the Plannir Cornmission for report. The Planning Commission reported back to the Citj that no positive action should occur until a more detailed Master Plan WE mitted. On October 16, 1973, the City Council did agree with the Plannir request, and held any final action in abeyarice until the Planning Ccmmis: upon a more definitive Master Plan. The present request represents the 1 revised Master Pl an. €3. MASTER PLAN (MP-132) FOR PROPERTY GENERALLY LOCATED WHEREAS, the Planning Commission of the City of Carlsbad did rece a verified application from PACESETTER HOMES, INC. requesting approval o a Master Plan (MP-132) to allow development of property generally locate to the east of Lowder Lane and midway between Palomar Airport Road and Poinsettia Lane, and more particularly described as: That portion of the West Half of Section 21 , Township 12 South, Range 4 West, San Bernardino Base and Meridian, in the County of San Diego, State of California , according to Map thereof, No. 2013 filed in the office of the County Recorder of San Diego County, State of California.
