Statement of the Matter
The City of Covina has adopted a resolution urging the California
Coastal Zone Commission to rescind its decision to deny expansion
of the San Onofre Nuclear Generating Plant and to grant immediate
approval for its further development. They have requested that
E all Southern California cities consider adopting a similar
resolution. -

Gentlemen:
The Covina City Council at its December 17 meeting adopted the
enclosed resolution urging the California Coastal Zone Commission
to rescind its previous decision to deny expansion of the San
Onofre Nuclear Generating Plant and grant immediate approval for
the further development of this generating station,
Because the current power shcrtage is of vital concern to all
Southern California cities, our City Council requests your con-
sideration in adopting a similar resolution,

RESOLUTION 3224
WHEREAS, the current power shortage is likely to become more :cute
within the next few months, and even more critical in the future; and
WHEREAS, it is apparent the current resources are insufficient to
bring about a reversal of this trend; and
WHEREAS, the United States must seriously consider the advisability
of becoming independent of foreign fuel resources at the earliest possible
time; and
WHEREAS, the California Coastal Zone Conservation Commission has denied
the request for expansion of the San Onofre Nuclear generating station; and
WHEREAS, this project had previously been extensively considered and
received approval of the Atomic Energy Commission, and various environmental
protection agencies; and
WHEREAS, this nuclear site had specifically received the approval of
Congress; and
WHEREAS, prompt action is necessary to begin work that will lead to
development of resources of future needs,
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Covina
that an urgent request be directed to the California Coastal Zone Commission
to rescind its previous decision and grant immediate approval for the further
development of the San Onofre Nuclear generating station.
The City Clerk shall certify to the adoption and passage of this resolu-
tion and the same shall thereupon take effect and be in force.
Approved and passed this 17th day of December, 1973.
