Inasmuch as uses are not indicated on the remaining 177-acres, the proposed "acquisition >s in conformance to the General Plan. " -2- CITY OF CARLSBAD PLANNING DEPARTMENT STAFF REPORT FOR JANUARY 3, 1974 TO: PLANNING COMMISSION REPORT ON: REQUEST FOR CONFIRMATION OF CONFORMANCE, OF PROPOSED AIRPORT EXPANSION TO THIS CITY'S GENERAL PLAN *• REQUEST: The County of San Diego has requested that the City of Carlsbad review the proposed expansion of the Palomar Air- port' as to its conformance to the City's General Plan. The County is proposing to purchase an approximate 232-acre par- cel at the northeast corner of the intersection of Palomar Airport Road and El Camino Real. The proposed use of the property as indicated in the attached letter is: "...will be for clear zone, instrument landing system lights and a site for the middle marker beacon for Runway 9/24."- It is indicated that the acquisition of this land is to provide for F.A.A. required clear zone and future instrumentation for. the existing airport facility. 11 • STAFF RECOMMENDATION: That it be moved that the Planning Com- mission find that the expansion for the purpose stated is in ' conformance with the City's General Plan. Any physical expan- sion of the airport beyond that currently in existence which would result in an increase of the airport's operational level or any expansion which would result in any land use other than the airport would requ-ire a more precise evaluation of the pro- ject by the City. III. ATTACHMENTS 1. Memo regarding Land Purchase for Palomar Airport Ex- pansion. 2. Letter and attachments, County of San Diego Public Works Agency, November 29, 1973. MEMORANDUM TO: CITY MANAGER FRO;': PLAMKIMG DIRECTOR SUBJECT: Conformity of Proposed County- of San Diego . Land Purchase for Palomar Airport Expansion The County of San Diego Department of General Services, by letter dated December 17, 1973 (attached)s is requesting the City's con- currence with the proposed 232 acre purchase. The letter indicates the acquisition is being made for the purpose of airport expansion. Specifically stated, the letter refers to "The proposed use of this land will be for clear zone, instrument landing system lights, and a site for the middle marker beacon for Runway 9/24". The stated intention of the letter is that of providing land for FAA required clear zones, future instrumentation system for the existing airport facility. The Staff is of the.opinion that ex- pansion for the purposes as stated by the letter is in conformance with the City.'s General Plan. However, any physical expansion of the airport facility which would provide for an increased operational level, or would add new runways would not necessarily be consistent with applicable General Plans. If such an expansion would take place} the City would require that application be made for the appropriate permits. Concurrently, any other future County use of the subject •property, e.g., sanitary land fill, would also necessitate approval by the City. Therefore, it is recommended that the City Council adopt a resolution stating conformity to applicable General Plans for the lands destined to be used for a clear zone for the existing run- way, instrument landing system and middle marker beacon. Also, the resolution should state, that any expansion of the airport beyond that currently in existence, which would increase the airport's operational level or which' would envision any other land use other than the airport, would necessitate the receipt of appropriate City, permits and approvals. LAND ACQUISITION FOR CLEAR ZONE, Palomar Airport, Log "362, 232 acres This project, a request for the acquisition of 232 acres adjacent to the Palorn.ar Airport for the use as a clear zone, has been examined by the Environmental Review Board and is found to have an insignificant environ- mental impact. Reasons for this finding: 1. The acquisition of this land for use as a clear zone will allow the property to remain in its natural state except for ninor construction of instrument landing lights and a middle marker beacon. 2. There will be no significant growth inducing ir.pact as a result of this project. - Not e: This negative declaration applies only to the use of this property as a clear zone.
