AGATEP, 2. MEMORANDUM TO: CITY MANAGER FROM: PLANNING DIRECTOR SUBJECT: Conformity of Proposed County- of San Diego . Land Purchase for Palomar Airport Expansion The County of San Diego Department of General Services, by letter dated December 17, 1973 (attached), is requesting the City's con- currence with the proposed 232 acre purchase. The letter indicates the acquisition is being made for the purpose of airport expansion. Specifically stated, the letter refers to "The proposed use of this land will be for clear zone, instrument landing system lights, and a site for the middle marker beacon for Runway 9/24". The stated intention of the letter is that of providing land for FAA required clear zones, future instrumentation system for the existing airport facility. The Staff is of the.opinion that ex- pansion for the purposes as stated by the letter is in conformance with the City.'s General Plan. However, any physical expansion of the airport facility which would provide for an increased operational level, or would add new runways would not necessarily be consistent with applicable General Plans. If such an expansion would take place, the City would require that application be made for the appropriate permits. Concurrently, any other future County use of the subject •property, e.g., sanitary land fill, would also necessitate approval by the City. Therefore, it is recommended that the City Council adopt a resolution stating conformity to applicable General Plans for the lands destined to be used for a clear zone for the existing run- way, instrument landing system and middle marker beacon. Also, the resolution should state, that any expansion of the airport beyond that currently in existence, which would increase the airport's operational level or which' would envision any other land use other than the airport, would necessitate the receipt of appropriate City permits and approvals.
