This recognizes the need to occasionally shift administrative personnel within the Manager's office to meet current needs without the normal competitive examination process. It also recognizes the discretionary relationship between the City Manager and those Assistants working directly for him. The provisions of this chapter shall apply to all offices, positions, and employments in the 12 service of the city, except: (1) -Elective officers; 13 (2) Members of appointive boards, commissions, and committees; e 14 (3) Persons engaged under contract to supply expert, professional or technical services for a definite period of time; co 22 8 15 (4) Volunteer personnel who receive no regular rompensa- i a tion from the city; g o;Z 16 (5) City manager. (Covered in separate ordinances 1040 o Z. and 1088, codified in Chapter 2.12); _ M a Q 17 (6) Assistant City :tanager; F }Wo (7) Department Heads as follows: W z a 18 (a) Personnel Director i o co (b) Purchasing Agent; ;> Q a 19 (8) City attorney; (9) Emergency employees who are hired to meet the immedi- 20 ate requirements of an emergency condition, such as extraordinary fire, flood, or earthquake which threatens life or property; 21 .
