ROSSALL ACTING CHIEF OF POLICE Statement of the Matter Hydro-Jet Corporation, 5080 Airport Road, Oceanside, requests permission to conclude tests they have been' conducting for the past year, prior to the enactment of the 45 MPH speed limit on Agua Hedionda Lagoon (Ordin- ance #3098) . The present series of tests will be concluded by the middle of June, 1974. The equipment used is an 18-foot Marlin inboard motorboat, fully muffled. They request- permission to continue these tests, and to be allowed to run between the hours of 8:00 AM and 12:00 Noon, Monday through Friday, Sat- urdays, Sundays and holidays excepted. Exhibit #1- Letter from Hydro-Jet Corporation dated February 6, 1974 Staff Recommendations It is recommended that the request of Hydro-Jet Corporation be granted, and that they be allowed to complete their present test program, now in progress; that approval be granted for the hours requested and the days of the week, with Saturdays, Sundays and holidays excepted. Exceptions to the present speed limit are .allowable under Section 11.24.022 of Or- dinance #3098 providing that the Chief of Police, upon authorization of the City Council, may issue a Special Operations Permit to exceed the speed limit. Appropriate liability insurance naming the City should also be obtained in an amount acceptable to the City Attorney. Dear Sir: At a point convenient ot its agenda, we ask the Carlsbad City Council to consider the following topic: Persuant to City Ordinance #3098, the Hydro-Jet Corporation requests that it be granted a special permit allowing - under certain controlled conditions - its test engineers to exceed the 45 MPH speed limit presently imposed at Agua Hedionda. JUSTIFICATION For the past year, the Hydro-Jet Corporation has been actively engaged in the research and development of new and more effi- cient water jet propulsion systems. Full scale versions of these designs promise to reduce the fuel consumption of pleasure boats and large commercial hydrofoil craft by as much as 25%. An essential part of our program requires that we test our small prototype unit to its full capabilities following each controlled modification. All tests, to date, have been run at the Agua Hedionda Lagoon (on weekdays only) and we have con- tracted with a launch slip operator on the Lagoon to insure that we have adequate launch flexibility at reasonable rates. These tests include short burst accelerations and 15 second "hold" runs at pre-determined engine RPM set points. For the sake of comparing new data to that of earlier tests, we must follow this test program to complete our development. Our equipment includes an eighteen foot Marlin hull, a fully muffled inboard engine and our test pumps. Each test period lasts approximately 2 hours. It is important to us that we be allowed to complete our program, and we intend to cooperate with the City of Carlsbad in any way to insure that any priviledges extended to us will not be abused.
