Statement of the Matter
This item is being presented for Council consideration'in order to
comply with recent APCD rulings concerning gasoline vapor control
systems. The effect of these rulings is that the City will be
required to obtain,and have installed, gasoline vapor control systems
at the gasoline facilities located at City Hall and the Public Works
Yard on Oak Avenue by July 1, 1974.
The San Diego County Air Pollution Control District Beard has issued
Rules 61 and 63 which have to do with storage and transfer of volatile
organic compounds. Rule 61 specifies that any storage tank larger
than 550 gallons (or whith a monthly usage of 2000 gallons or more)
containing any volatile organic compound must be equipped with a
floating roof•ora vapor collection and disposal system capable of
collecting the vapors discharged. Rule 63 requires that, during the
transfer of hydrocarbon -containing liquids, mainly gasoline, f-om a
specified loading facility into fuel tanks having a capacity greater
than five gallons, all vapors must be vented to a vapor disposal
system, which must have a minimum continuous recovery efficiency
of 90% by weight.
The APCD amended Rules 61 and 63 by extending the requirement for
compliance from January 1, 1974, to July 1, 1974. However, the
"authority to construct" applications must be filed with APCD prior to
March 31, 1974.

After a review of the matter and available vapor control {
devices, it is recommended that the -City proceed on a
lease basis -rather than purchase 4ny device at this time.
This will a11oW the City to comply with the March 31
application deadline but give us flexibility in the future.
The.application which must.be filed with the APCD requires
that• the particular system to be•used be specified. ,
It is therefore recommended that the'Counciladopt the
resolutidn +ithcrizing the execution of a contract for
the lease maintenance of a gasoline vapor recovery system.
