A Mr. Clifford OWENS has upplied,ior a City license to operate a private
security patrol in the City of Carlsbad. Mr. OWENS is licensed by bhe
State (License c-5974J, ne is also registered with the Sheriff of San
Diego County.

#2-Copy of Departmental Memorandum re: background check on applicant,
staff Recommendations to the City Manager
A bac~ground check on Mr. OWENS through the San Diego County Sheriff's
Department reveals that there have been no complaints against Mr. OWENS'
company filed wi~hin the County; further, that he has no criminal record
with CII, and no traffic record with the Department of Motor Vehicles.
A further check was made through Vista Sheriff's Sub-Station, and informa-
tion is that they have a very good working relationship with this patrol
servic~. Based on the above information, it is recommended that a business
license be issued to the applicant.
City Man~ger's Recommendation
Concur with staff recommendations.

and is ,·egistered with SDSO. County permit expires in June 1974.
There have been no complaints against company filed with the county.
Owner has no criminal or traffic record \'lith SOSO, DMV, or CII.
REMARKS Vista Sub (SOSO) was contacted and stated they have had no complaints
against the company. Company has approximately 3 employees and carry
a SOSO Monitor in their patrol vehicle.
Undersigned talked to two (2) Sgts. from Vista Sub who advises they
have a very good working relationship with the patrol service.
It is recommended Busines License be issued to applicant.
