Reorganization within the Planning Department as proposed by
the department director and -supported by Consultant Lilley
establishes the position ASSISTANT TO THE PLANNING DIRECTOR.
Exhibited with the drafted resolution is the description
for the Classification, ASSISTANT TO THE PLANNING DIRECTOR, Salary
Range 50.

Staff Recommendations to the City Manager.
Staff recommends the adoption of the resolution establishing
the new•position and immediate recruitment. Range 50 is 17 1/2%
below the number one level in the department and 12 1/2% above
the number three ldvel classified ASSOCIATE PLANNER.. J1..973-74
financial impact is estimated to be 3 months x 1236 or $3,700.00.

Concur with staff 'recommendation. Approval of this position
will carry out the intent of the Council in approving the
reorganizption of the Planning Department under Agenda Bill 2292.
it is felt this higher level position is needed in the Planning
Department. A close look will be given"to all positions in the
department during the 1974-79 budget preparation.

5 The City Council of the City of Carlsbad does hereby resolve
6 as follows:
7 WHEREAS, the City of Carlsbad did on June 19, 1973, adopt
8 Resolution No. 3153 adopting a salary plan for the City for the
9 1973-74 fiscal year;
10 NOW THEREFORE BE IT RESOLVED that Resolution No. 3153 dated
11 June 19, 1973, is amended by the addition of the job classification,
12 ASSISTANT TO Ti... PLANNING DIRECTOR, Salary Range 50, as set forth
13 on Exhibit "A" attached and incorporated herein.
14 PASSED, APPROVED, AND ADOPTED at a meeting of the City Council
15 of the City of Carlsbad, California, held March 19, 1974, by the
16 following vote, to wit:
17 AYES: Councilmen Frazee, Chase, McComas and Lewis.

ASSISTANT TO THE PLANLiING DIRECTOR
Definition' Under general direction, to assist the Director of-Planninq
In directing, coordinating and administering the activities
of.the department; to provide technical direction and
advice on professional planning operations; and to do
related work as required.
Examples 1. Assigns, supervises and coordinates the work of

3. Serves as technical advisor to citizen study committees.
4. Presents planning matters to the Planning Commission
and the City Council.

16. Trains and rates the work performance of subordinates.
Employment Equivalence to graduation from college with major work
Standards in planning or a closely related field, and four years of
increasingly responsible professional experience in city
and regional planning, including two years in a responsible
supervisory or administrative position._
