This would reduce the financial aid to cities by $550,000. Since Cities face the same decreased revenues and spiraling costs as the County and since the County is rapidly being urbanized, it would appear that the Board's action is inappropriate at this time. Formal action should be taken to advise the Board of Supervisors of the Council's feelings on the matter. Carlsbad 1200 Elm Avenue Carlsbad, California MAR 1974 92008 Dear Mr. Bussey: SUBJECT: Intended Change in Program for Financial Aid To Cities for the Construction of City-County Thoroughfares in County Budget for FY 1974-75 BOARD OF SUPERVISORS JACK WALSH FIRST DISTRICT DICK BROWN SECOND DISTRICT LOU CONDE THIRD DISTRICT JIM BEAR FOURTH DISTRICT LEE TAYLOR FIFTH DISTRICT Recent staff reports to the Board of Supervisors have advised them of expected decreases in County gas tax revenues due to the "energy crisis" and of spiral- ing road materials costs. This has made it necessary to scale down County Road Fund programs. On February -20, 1974 a 50% reduction of County Financial Aid to cities for the construction of City-County Thoroughfares was recommended for the coming budget year. This would reduce the planned funding to approximately $550.,000. In order to make County Thoroughfare funds productive, the Board has stated their intent to limit the term of future Thoroughfare project agreements to two years. Previous project agreements have allowed cities up to three years to award a construction contract for a City-County Thoroughfare project from the time of the execution of the City-County project agreement. The Board has requested that I notify your city of their intent to reduce next fiscal year's budgeted Thoroughfare funding and their intent to reduce the term of future project agreements.
