C. Baldwin AGUA HEDIONDA LAGOON Asst. to City Mgr. Statement of the Matter In 1972 -that section of the Municipal Code which stipulated 1­?urs when boats might be tested was repealed. No provision for testing now exists, although racing meets are still allowed with Council permission. Presently we have a request from Lee Lathrop of the Snug Harbor Ski Hut and Litchfield Bros. to do two things. Mrs. Lathron wishes to use "dry stacks" in towing local youth in ski races. This type stack is noisier than a "wet stack". Both Mrs. Lathrop and Litchfield Bros. are requesting that testing of their boats be permitted on Tuesdays or Wednesdays from April to September. This would not be every Tuesday and Wednesday, but primarily before races on the part of'the Ski Hut and approximately 8 times during this period by Litchfield Bros. Litchfield Bros. would not be testing if other craft is in the water as they need smooth water. Staff Recommendations to the City Manager Both of the applicants are local business owners.It is recommended that permission be granted with the provision that the City Manager be notified prior to any testing. Ea AB No. City Manager's Recommendation Date: April 16, 1974 There is no specific requirement in the City code that the City give permission for boat testing. It is anticipated in this case however, that testing of the boats will require speeds in excess of the 45 miles per hour. Mr. Baldwin's investigation -,lso indicates the use of dry, stacks which will be a potential cause of noise complaints on the lagoon. While the number of times indicated does not appear to be excessive, approval will make it more difficult to deny other requests as they come in. If specific water ski meets are to be held throughout the year, it appears that there should be sufficient time for the applicant to process his request, prior to the meets, rather than grant blanket variances from the 45 miles per hour limit fc3- the entire year. If approval is given to the request, the testing should be limited to Tuesday or Wednesday, between the hours of 10:00 AM and 12:00 noon, and the City Manager's office shou1,i be notified prior to any testing. Council*Action 4-16-74 Permission was granted to the applicants to test boats in the Agua Hedionda Lagoon, with the condition,lthat testing will be conducted on Tuesday or Wednesday between the hours of 10:00 A.M. and 12:00 noon, and that the City Manager be notified prior to making any 'tests, for a period of one year. -2-
