Statement of the Matter
Franklin W, Lilley, Consultant, did a study of the City's
Boards, Commissions and Committees. His report recommended the disbandment of the following:
S.L.O.B.B. Committee Noise Committee Carlsbad Downtown Parking Advisory Committee South Carlsbad Planning Committee Carlsbad City Beautiful Committee
Subdivision Review Committee Nuisance Committee Charter Committee (CIC has subcommittee studying charters) Lagoon Committee - Buena Vista Lagoon Committee - Aqua Hedionda

staff Recommendations to the City Manager
Abandonment of the above committees is recommended. If at anytime in the future it becomes necessary, a new committee could be established in accordance with procedures now established by Council action.

City Manager's Recorninendation
This resolution, if adopted, continues to carry out the
instructions of the Council which were based on the
recommendations of Frank Lilley made in his report on
Boards, Commissions and Committees. It is not known
exactly how each of the committees referred to were appointed. If for any reason the Council determines
. that any of these committees is still necessary, it is still recommended that the attached resolution be adopted
disbanding the committees and instructions be given the
staff for creation of the committee through the appropriate
resolution process.

8-20-74 Resolution No. 3500 was adopted as amenhed, with the dele
of S.L.O.B.B. as it is not a city appointed committee.

RESOLUTION NO. 3500
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, DISBANDING - TEN COMMITTEES.
WHEREAS, there are a number of committees that no longer
function, or are not official City committees; and
WHEREAS, it is not possible to ascertain by what method
these committees were appointed;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad that the following committees are now disbanded:
1. Noise.Committee 2. Carlsbad Downtown Parking Advisory Committee 3. South Carlsbad Planning Comrriittee I 4. Carlsbad City Beautiful Committee 5. Subdivision Review Committee 6. Nuisance Committee
7. Charter Committee
8. Lagoon Committee - Buena Vista 9. Lagoon Committee - Agua Hedionda 10. Let's Get Up and Grow Committee
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 20th day of August, 1974, by the
following vote, to wit:
AYES: Cmn. Frazee, McComas, Lewis, Chase and Skotnicki
NOES: None.
ABSENT: None.
