Statement of the Matter
Engineering staff has completed checking the subject final maps and recommend
approval of these final maps subject to the following conditions:
1. That the applicant shall agree to obtain all required off-site easements
at no cost to the City in a manner acceptable to the City.
2. That the existing agreemerit between the City and Occidental Land Co.
dated August 14, 1973 be modified with respect to performance provisions
and bonding requirements for construction of a 2- lane roadway and bridge
between Avenida Encinas and Carlsbad Boulevard.
The extension of the tentative map for CT 71-2 is recommended for approval,
subject to all existing conditions of approval, and in addition that the
applicant:
1. Meet the requirements of Council Policy No. 17.
2. Participate in the construction of traffic signal systems at street
intersections within and immediately adjacent to the CT 71-2 tentative
map area in accordance with Council policy in effect at the time of
recordation of the final map(s).
In consideration that there is a clear possibility the bridge over the
railroad will not be allowed to be constructed by the State Coastal
Commission, Units 1 and 2 are recommended for final map approval, but
additional final maps should not be approved without careful determination
as to the necessity of the bridge and traffic circulation system as an
integral part of the overall plan.

and Unit No. 2 and granting a one (1) year extension to the tentative map.
